第19届中国—东盟博览会（东博会）关注推进区域全面经济伙伴关系协定，RCEP区域经济一体化，积极筹办云上东博会和实体展，组织高层论坛等求真务实精神，为推动中国—东盟经贸投资合作发挥了积极的作用。

马来西亚中华总商会（中总）是东博会的老朋友，每年都应邀参加东博会一系列活动。我也非常荣幸去年受邀在第18届中国—东盟商务与投资峰会上发言致辞。今年，马来西亚第二次轮值主宾国，中总也促成了多家企业线上参会，并同意和RCEP各成员国相关商协会在东博会上共同发布《关于工商界携手高质量实施RCEP，推进更高水平区域经济一体化的南宁倡议》，中总借此机会呼吁企业抓紧时机，善用东博会平台，把握RCEP的新机遇，提升价值链，深化东盟中小企业与全球供应链接轨。

我们欢迎各位到马来西亚进行投资，特别是高附加价值的制造业及高科技产业领域，比如电子和电器产品、化学和化学产品、生物技术、数字化科技。同时，马来西亚重视环境、社会及管治（ESG），全力支持全球绿色经济的转型，鼓励绿色投资、生物质能、太阳能、可再生能源和智能农业等环保产业，有意到马来西亚投资的朋友，欢迎联络中总。我期待，在RCEP的框架下，大家能在本届东博会上拓展更大的贸易市场，寻找新的投资合作伙伴，共商共赢。

The 19th China-ASEAN Expo (CAEXPO) focuses on promoting the regional economic integration under the Regional Comprehensive Economic Partnership (RCEP), and actively hosts the on-line and physical CAEXPO, and organizes high-end forums, manifesting the the spirit of seeking the truth and doing practically, which plays a positive role in promoting China-ASEAN economic and trade investment cooperation.

The Associated Chinese Chambers of Commerce and Industry of Malaysia (ACCCIM), as an old friend of the CAEXPO, is invited to participate in a series of activities of the CAEXPO every year. It was also my pleasure to be invited to make a speech at the 18th China-ASEAN Business and Investment Summit last year. This is the second time for Malaysia to be the country of honor ACCCIM also helped to bring about the online participation of several enterprises, and agreed to cooperate with the relevant supporting chambers of commerce of RCEP member countries to release the Nanning Initiative on high-quality implementation of RCEP and promotion of higher level regional economic integration by the business community at the CAEXPO. ACCCIM takes this opportunity to call for the enterprises to seize the opportunity to make good use of the CAEXPO platform grasp new opportunities brought by RCEP upgrade the value chain and deepen the link between ASEAN SMEs and global supply chains.

We welcome everyone to invest in Malaysia, especially manufacturing and high-tech industries, which are fields of high added-value such as the electronic and electrical products, chemistry and chemical products, biotechnology and digital technology. Meanwhile, Malaysia attaches importance to the environment, society and governance (ESG) spares no effort to support the transformation of the global green economy and encourage the development of green investment, biomass energy, solar energy, renewable energy, intelligent agriculture and other environmental protection industries. Friends who are interested in investing in Malaysia are welcomed to contact ACCCIM under the framework of RCEP, I hope that all of you can expand a larger trade market, seek out new investment partners, and achieve win-win outcomes at this year's CAEXPO.

大家好，东博会越办越出色，涵盖的产品与服务多元化和现代化，对促进中国与东盟之间的贸易与投资确实发挥了纽带作用。

在疫情期间，中国与东盟之间的贸易总额逆流而上，去年达到了8782亿美元，同比增长了28.1%，东盟连续第二年成为中国第一大贸易伙伴，越南、马来西亚和泰国为中国在东盟的前三大的贸易伙伴。据初步统计，2021年中国对东盟全行业直接投资了143.5亿美元，其中，前三大的投资目的国为新加坡、印尼、马来西亚，至于对中国的投资，东盟对华实际投资金额达到了105.8亿美元，其中，前三大的投资来源国为新加坡、泰国、马来西亚。由此可见，马来西亚与中国之间无论在贸易或投资方面都是重要的伙伴。对东博会除了带来了贸易与投资的功能，对于加强各国友好的关系也功不可没，顺应了中国政府与邻为善、以邻为伴的方针。

在中国习近平主席去年11月宣布建立中国东盟全面战略伙伴关系，我们期待更紧密的合作，为地区以及世界和平稳定繁荣的发展注入了新的动力。东博会踏入的第19届之际，今年正迎来了《区域全面经济伙伴关系协定》（RCEP）落实生效，东博会必须了解各个成员国的发展需求，针对性地举办有关行业的分论坛以及邀请有实力的中国企业参与，例如，马来西亚目前正主推数字经济的发展，需要更多中国企业参与投资发展相关经济的领域；RCEP促使成员之间经贸减免关税，更加上各成员国产业协作，应能降低进口成本，定将享有更廉美的消费品；至于跨国政策的配合，跨境免签或落地签更是可以期待的。我们对东博会寄予厚望，期望它更上一层楼。

本届主宾国恰好是马来西亚，而9月16日的开幕正是马来西亚日，本会谨此预祝东博会“马”到成功！

Hello everyone, the CAEXPO is growing bigger and stronger now. Products and services covered by the CAEXPO are diversified and modern which has indeed played a role of bond in promoting trade and investment between China and ASEAN countries.

During the pandemic, the total trade volume between China and ASEAN countries rose against the current, reaching USD 878.2 billion last year, with a year-on-year increase of 28.1%. ASEAN has become China's largest trading partner for two consecutive years. Vietnam, Malaysia and Thailand are China's top three trading partners in ASEAN. According to preliminary statistics, in 2021, China invested USD 14.35 billion directly in the whole industry of ASEAN countries. Among them, the top three investment destination countries are Singapore, Indonesia and Malaysia. As for investments in China, the actual investment amount of ASEAN countries in China reached USD 10.58 billion. Among them, the top three investment source countries are Singapore, Thailand and Malaysia. So, Malaysia and China are important partners in both trade and investment. As for the CAEXPO, in addition to bringing the trade and investment, it also contributes a lot to strengthening friendly relations among countries and conforms to the Chinese government's policy of "building friendships and partnerships with its neighboring countries".

As the President Xi Jinping announced the establishment of the China-ASEAN Comprehensive Strategic Partnership last November, we hope that our closer cooperation will inject new impetus into the peace, stability, prosperity and development of our region and the world. On the occasion of the 19th CAEXPO, this year is ushering in the implementation and entry into force of the Regional Comprehensive Economic Partnership (RCEP). The CAEXPO must understand the development needs of each member country, Targetedly hold sub-forums for relevant industries, and invite competitive Chinese enterprises to participate in. For example, As Malaysia is currently promoting the development of the digital economy, more Chinese enterprises are welcomed to participate in the investment and promote the development of relevant economic sectors. With RCEP promoting economic and trade tax exemptions or reductions among members And with the industrial cooperation among member countries, the cost of import can be reduced and we are sure to have better consumer goods at lower price. As for the coordination of transnational policies, the cross-border visa-free or visa-on-arrival can be realized soon.

We place great hopes on the CAEXPO and wish it to strive for further improvement. Just as this year's country of honor is Malaysia, the opening ceremony on September 16 happens to be the Malaysia Day. We hereby wish the CAEXPO an instant success.

Ladies and gentleman,

On the auspicious occasion of the 19th September ASEAN-China Expo 2022, and we are the Malaysia-China Friendship Association, a letter stand up for this cooperation to organizer or another yet successful posting on the event in promoting ASEAN-China economic partnership and cooperation.

Last 18 years, Expo has transform itself to be productive and successful platform and translating tangible operations that resulted into a series of result benefiting people of poor regions.

RCEP, which we give effect in generally this year, offer Expo ASEAN-China and the member state, a new expanded opportunity for regional economic corporation.

Even Expo reach fast experience in organization, logistical as well as in productive facilities.

As well as the fact that China is the global heart of the manufacturing center.

On of the view that is Expo should think good leading facilitator for in deed of objective of the RCEP.

In the context of this, RCEP can use or can be used as the platform by ASEAN-China Expo (CAEXPO) to promote further integration between members of RCEP.

In conclusion, I like to take this opportunity to wish CAEXPO 19th 2022 all the success.

值2022年9月19日中国—东盟博览会召开之际，我们马中友好协会特此致函主办方，希望在促进中国—东盟经济伙伴关系和合作方面再创辉煌。

在过去的18年里，博览会已经转变为一个成绩斐然的平台，并转化为一系列惠及贫困地区人民的实实在在的行动。今年生效的 《区域全面经济伙伴关系协定》，为中国—东盟博览会和RCEP成员国提供了一个新的机会来促进区域经济合作。博览会在组织物流和生产设施方面都获取了快速的经验，同时也证明了中国是全球的制造业中心。我们认为，博览会应该努力助推RCEP目标的实现。在此背景下RCEP可以利用中国—东盟博览会这个平台，或者可以作为中国—东盟博览会的平台来加深RCEP成员国之间的进一步一体化进程。

最后，我想借此机会祝愿第19届中国—东盟博览会取得圆满成功，谢谢！
