第18届香格里拉对话会（香会，the 18th International Institute for Strategic Studies Shangri-La Dialogue）5月31日至6月2日在新加坡举行。

中国国务委员兼国防部长（Chinese State Councilor and Defense Minister）魏凤和2日上午就“中国与国际安全合作”议题作大会发言，重点介绍中方推动构建人类命运共同体所作努力，充分阐释中国坚持走和平发展道路、奉行防御性国防政策、中国军队为维护世界和平稳定作出积极贡献。

魏凤和说，当今世界正面临百年未有之大变局，不确定不稳定因素和挑战增多。中国提出构建人类命运共同体，这一理念大道至简，是世界人民和谐共处、有效解决全球性问题的正确选择，是实现世界和平安宁、人类繁荣发展的正确道路。

魏凤和说，面对复杂多变的国际安全形势，中国政府和军队坚决维护世界和地区繁荣稳定。中国不觊觎他国利益，不嫉妒他国发展，但决不放弃中方的正当权益，任何外国不要指望中方会吞下损害自身主权、安全、发展利益的苦果。

Facing complex and volatile international security situation, the Chinese government and armed forces stay committed to regional and world prosperity and stability. Faced with daunting and complex security challenges, the PLA vows not to yield a single inch of the country's sacred land, but it shall not seize anything from others either. No country should ever expect China to allow its sovereignty, security and development interests to be infringed upon.

关于台湾问题

任何分裂中国的企图都不可能得逞，任何干涉台湾问题的行径都注定失败，任何对中国军队决心意志的低估都极其危险。

First, no attempts to split China shall succeed. Second, foreign intervention in the Taiwan question is doomed to failure. Third, any underestimation of the PLA's resolve and will is extremely dangerous.

我们愿以最大诚意、最大努力争取和平统一前景，但决不承诺放弃使用武力。

We will strive for the prospects of peaceful reunification with utmost sincerity and greatest efforts, but we make no promise to renounce the use of force.

如果有人胆敢把台湾从中国分裂出去，中国军队别无选择，必将不惜一战，必将不惜一切代价，坚决维护祖国统一。

If anyone dares to split Taiwan from China, the Chinese military has no choice but to fight at all costs for national unity.

关于南海问题

The most valuable lesson we have learned from the 4-decadelong relationship is that cooperation benefits the two sides while confrontation hurts both.
