美拒签500多名中国理工科研究生，外交部：严正交涉

近来，美国拜登政府延续特朗普政府打压中美教育交流的错误政策，接连对我赴美留学生和学者恶意拒签，接连对我抵美留学访学人员盘查乃至遣返（repatriation）。

据知情人士介绍，近日，500多名中国理工科研究生申请赴美签证时，被美使领馆拒签（were denied visas）。

据了解，这500多名学生均为申请赴美攻读博士或硕士学位的研究生，大部分学习电气电子工程、计算机、机械、化学、材料科学、生物医学（electrical engineering, computer science, mechanics, chemistry, material science and biomedicine）等理工类专业（STEM majors）。

他们拟就读的美国高校包括哈佛大学、耶鲁大学、加州大学伯克利分校、麻省理工学院、约翰斯·霍普金斯大学等。

而且，他们约四分之一学生获得了美方奖学金，绝大部分学生办理签证的时间是在美新政府上台后。

那么，美驻华使领馆拒签的理由是什么呢？

是不符合美“《移民和国籍法》第212条(f)款及第10043号总统令”（not being in compliance with Section 212 (f) of the Immigration and Nationality Act and Presidential Proclamation 10043）。

而这份“总统令”（presidential proclamation）到底说了什么？

简而言之，这份由时任美国总统特朗普于2020年5月签署的总统令，指责中国政府利用海外中国留学生获取美国敏感技术和知识产权，并禁止那些被美方定义为与中国“军民融合战略”有关的中国学生和研究人员入境。

This proclamation accuses the Chinese government of using overseas Chinese students to acquire sensitive US technologies and intellectual property, and it denies entry to those Chinese students and researchers who Washington defines as being connected to China's "Military-Civil Fusion Strategy".

知情人士指出：“美方一方面试图顺应美高校要求大量吸收中国留学生、保证学费收入的呼声，展示其在教育领域对华合作的姿态。”

Washington has attempted to look like it is responding to the wishes of US universities to attract a large number of Chinese students and secure tuition income, thus making the gesture of cooperating with China in education.

“另一方面说一套做一套，仍旧延续特朗普打压理工科中国研究生和学者的错误政策，严重损害中国留学人员合法权益。”

But, on the other side, it continues the Trump administration's erroneous policy of suppressing Chinese postgraduate students and scholars in STEM majors and seriously violates the legitimate rights and interests of Chinese citizens studying abroad.

近期，这些学生发出联名信，要求美方切实解决对中国学生的歧视打压问题。

而且据知情人士透露，拜登政府上台以来，这些事情仍接连发生在我国赴美学者和留学生身上：

►签证受阻或遭到拒签（denial of visa applications）；

►在机场被无故长时间搜查盘问甚至原机遣返（prolonged body searches, interrogation and being repatriated after being denied entry at US airports）；

►在美期间遭到骚扰（harassment during their stay in the US）；

►无理扣留或安全部门约谈（unjustified detention or interrogations by US national security authorities）。

7月6日上午，中国日报通过中英双语渠道率先发布了《美拒签中国500余名理工科研究生 延续打压政策》这一独家消息，很快引发国内外巨大反响。

消息被俄罗斯卫星通讯社、新加坡《联合早报》、香港《南华早报》等境外主流媒体大篇幅转载，有力向各界揭露美方恶劣行径。

消息短时间登上了微博和百度热搜第一，让更多国内读者也了解到事情的真相。

受影响的中国学生也吐露了心声：

外交部发言人赵立坚在例行记者会答问时表示：

中方对此表示严重关切，已向美方提出严正交涉。人文交流是中美关系的根基。学术、教育与科技交流是中美人文交流的重要组成部分，对增进两国人民相互理解认知、推动中美关系稳定发展有重要意义。

China expresses grave concern over this and has lodged solemn representations with the US side. People-to-people exchanges are the foundation of China-US relations. Academic, educational, scientific and technological exchanges are an important part of the bilateral people-to-people exchanges. They are of great significance to enhancing mutual understanding between the two peoples and promoting the steady development of China-US ties.

美方有关签证限制措施延续了特朗普政府时期的遗毒。这与美方“欢迎中国学生”的表态不符，严重损害中国赴美留学人员合法权益，严重破坏中美正常人文交流和教育合作。这也与美方自我标榜的开放自由等理念完全背道而驰，与开展国际人才交流的时代潮流背道而驰，与中美两国人民开展友好交流的共同愿望背道而驰，是开历史倒车。

Relevant US visa restrictions carry on a poisonous legacy of the Trump administration and run counter to the US statement of "welcoming Chinese students". They seriously violate the lawful rights and interests of Chinese students, and gravely undermine normal people-to-people exchanges and educational cooperation. They also contravene the concept of openness and freedom that the US claims to champion, the trend of the times for international talent exchange, and the common aspiration of the two peoples for friendly exchanges. This is nothing short of historical backpedaling.

中方敦促美方纠正错误，重新审议有关中国留学生赴美留学签证申请，停止利用各种借口对中国留学生无端限制和打压，保护他们的正当合法权益，为中美人文交流与教育合作营造良好氛围。

China urges the US side to correct its mistakes, review Chinese students' visa applications, stop using various excuses to restrict and suppress them, protect their legitimate and lawful rights and interests, and create a healthy atmosphere for China-US people-to-people exchanges and educational cooperation.

美方恶意打压中国留学生和学者的无理行径也早已引起了美国教育界的关切和担忧。

今年6月10日，美国教育委员会（American Council on Education）主席米切尔代表全美30个高等教育机构致函美国务院东亚和太平洋事务局、领事局、国际安全和不扩散局、教育与文化局负责人，表示“收到了关于10043号总统令被非常广泛地适用而引发麻烦的报告”，对由此延误中国学生学术生涯和关键项目进度表示关注，要求美国务院再次就该总统令的执行情况予以说明。

根据美学术机构统计，大约每年有3000至5000名理工科中国研究生以及目前在美访学的大批理工科学者赴美签证将受到影响。

知情人士想告诉各位读者：

“希望有赴美计划的中国学生和学者透过近期美方一系列倒行逆施行径进一步认清美国政府变本加厉打压中美人文交流的政策实质，对赴美留学和访学作出客观、理性的评估和预期，避免自身遭受不必要的损失（examine the recent series of outrageous moves by the US and get a clearer picture of the crux of the US government's policy, which is to step up suppression of China-US people-to-people exchanges）。”
