144-hour visa-free transit policy

“厦门空海港口岸144小时过境免签”是指在厦门空海港口岸对部分国家人员持有有效国际旅行证件和144小时内确定日期、座位前往第三国（地区）联程机票(船票）的人员实行过境免办签证政策。

Citizens from certain countries holding valid international travel documents and valid passenger tickets for connecting travel (airplane or ship ticket) to a third country/region with confirmed seat and that the departure time is within 144 hours after arriving in Xiamen are eligible to apply for 144-hour visa-free transit at the port of entry in Xiamen.

例如：韩国旅客从韩国首尔经厦门到欧洲国家，可以不必申请中国签证，享受在厦144小时过境免签。但如果旅客是从韩国来厦门，并从厦门回韩国，则不能享受免签政策。

For example, a South Korean citizen travels from Seoul, South Korea via Xiamen to Europe can apply for 144-hour visa-free transit. However, if he/she comes to Xiamen from South Korea and return to South Korea directly from Xiamen, he/she cannot apply for visa-free transit.

外国人可以申请厦门空海港口岸144小时过境免签应当符合哪些条件？

What are the requirements for 144-hour visa-free transit via Xiamen port of entry?

需要具备三个条件：

Applicants should meet the following three requirements:

1.属于144小时过境免签范围的53个国家公民；

2.持有本人有效国际旅行证件和144小时内已确定日期及座位的前往第三国（地区）联程机票、船票；

3.自厦门高崎国际机场口岸、五通客运码头、厦门国际邮轮中心口岸过境前往第三国（地 区）。

1. They must be citizens from one of the 53 eligible countries specified above;

2. They must have a valid international travel document and a valid passenger ticket for connecting travel (airplane ticket or ship ticket) to a third country/region with a confirmed seat and that the departure time is within 144 hours after arriving in Xiamen;

3.They must transit via Xiamen Gaoqi International Airport, Wutong Wharf and Xiamen International Cruise Center to a third country/region.

144小时过境免签外国人停留时间怎么计算？

How to calculate the duration of the 144-hour visa-free transit?

厦门空海港口岸144小时过境免签外国人，自入境日的次日零时起，可在厦门市停留不超过144小时。比如144小时过境免签旅客今天从高崎国际机场入境，其停留时间起算是从今天晚上24时之后即次日零时开始，以后的144小时内可以在厦门市活动，入境当天的时间不计算在内。具体停留日期以边检机关在其护照签证页上签发的临时入境许可中标明的停留期限为准。

The duration of stay as referred to in the 144-hour visa-free transit policy will begin from 00:00 o'clock the following day after entry into Xiamen. For example, a 144-hour transit visa-free passenger enters at Xiamen Gaoqi International Airport today. Starting from 00:00AM tomorrow, he/she is allowed to stay in Xiamen for 144 hours. The duration of stay will be specified on the temporary entry permit issued by the Chinese immigration inspection authority on his/her passport.

“144小时过境免签”外国人由厦门高崎国际机场口岸、五通客运码头、厦门国际邮轮中心口岸入境和出境。

Citizens of the 53 eligible countries can only apply for the 144-hour visa-free transit when entering and exiting via Xiamen Gaoqi International Airport, Wutong Wharf and Xiamen International Cruise Center.

如果入境时没有买好出境的机（船）票，计划先入境后再买144小时内离境前往第三国（地区）的机（船）票，是否可申请144小时过境免签？

If the applicant does not hold a connecting flight/ship ticket to a third country/region at the time of entry, but plans to purchase ticket within 144 hours after entering Xiamen, can he/she apply for the 144-hour visa-free transit?

根据规定，符合144小时过境免签国家的外国人申请144小时过境免签时，必须持有已确定日期及座位的联程机票、船票，即在其入境前必须已买好出境时的机（船）票。因此，对未订妥144小时联程机票、船票的外国人，不适用此项便利政策。

According to the regulations, any applicant eligible for 144-hour visa-free transit must hold a connecting travel ticket with confirmed date and seat for application, before his/her entry into Xiamen. Therefore, this policy is not applicable to those who do not hold a 144-hour connecting travel ticket before entry.

外国人在厦门空海港口岸办理144小时过境免签手续入境后，可否申请从其它空港口岸出境？

Can foreigner passengers enter Xiamen via the 144-hour visa-free transit while leave China via another city?

厦门空海港口岸144小时过境免签是指53国的外国旅客从一个国家（地区）经厦门空海港口岸去另外一个国家（地区）。过境免签政策的条件就是从厦门空海港口岸办理入境手续入境，144小时之内还必须从厦门空海港港办理出境手续出境。从其它城市的空海港口岸出境，目前来说是不可以的。

Foreign passengers eligible for the 144-hour visa-free transit via Xiamen must enter Xiamen from one country/region and proceed to a third country/region via Xiamen port of entry and exit, namely Xiamen Gaoqi International Airport, Wutong Wharf, and Xiamen International Cruise Center, within 144 hours. They are not allowed to leave China from airport or seaport in other cities.

144小时过境免签入境外国人办理住宿登记有何规定？

What are the regulations pertaining to the accommodation registration for 144-hour visa-free transit foreigners?

按照《中华人民共和国出境入境管理法》的规定，在旅馆住宿的,应在旅馆前台办理住宿登记;在旅馆以外住宿的,本人或留宿人须于抵达住宿地24小时内向住宿地公安派出所办理住宿登记。未按规定办理住宿登记的，公安机关将依照相关法律规定予以处罚。

In accordance with the provisions of the Law of the People's Republic of China on Exit and Entry Administration, foreigners who stay in a hotel should register at the hotel reception. For those staying at a place other than hotel, they must register at the local police station within 24 hours of arrival. Those who fail to fulfill the registration can be imposed penalties by local public security authority in accordance with relevant laws and regulations.

外国人办理144小时过境免签手续入境后因不可抗力或者其它特殊原因需超时、超过限定区域停留的，该怎么办？

What should 144-hour visa-free transit passengers do if they have to extend their stay or travel beyond Xiamen due to force majeure or other reasons?

144小时过境免签入境的外国人如遇突发疾病、灾害事故等不可抗力或者其它特殊原因，需在厦门市停留时间超过144小时，或需前往厦门市行政区划以外地区活动的，应依法向厦门市公安局出入境管理局申请办理相应的停留证件。

144-hour visa-free transit passengers should apply for the corresponding stay permit with the Exit-Entry Administration Bureau of Xiamen Public Security Bureau (PSB) if they have to extend their stay or travel beyond the administrative area of Xiamen due to force majeure, such as disease, disaster, accident or other reasons.

免签外国人在厦期间遗失出入境证件怎么办？

What should 144-hour visa-free transit passengers do if they lose their entry and exit documents during their stay in Xiamen?

144小时过境免签入境外国人所持护照或其他出入境证件在厦期间遗失或被盗的，应到案发地公安派出所报案，厦门市公安局出入境管理局凭派出所出具的《报警回执》、入境记录、住宿登记证明等材料办理护照报失证明或相关出境证件。外国人凭护照报失证明到其使领馆办理新护照，最后到厦门出入境管理局办理停留证件出境，或凭出入境签发的外国人出入境证出境。

144-hour visa-free transit passengers should immediately report lost/stolen passport to the local police station at the area where the loss or theft occurs. The Exit and Entry Administration Bureau of Xiamen PSB will issue a police report of lost/stolen passport or exit documents based on his/her accommodation registration record, receipt of case report by the police station and entry record. They could then apply for a new passport at the embassy or consulates of their home countries in China with the police report of lost/stolen passport. After that, they need to come back to the Exit and Entry Administration Bureau of Xiamen PSB to apply for a stay permit or a Foreigner’s Entry and Exit Pass with the new passport before they exit China.
