驻东盟大使邓锡军:中国—东盟关系开创新时代(中英文)

李克强总理于11月12日至15日出席2020年东亚合作领导人系列会议。越南通讯社、印尼《雅加达邮报》分别于11月11日和12日发表驻东盟大使邓锡军署名文章《中国—东盟关系开创新时代》。

文章中文内容如下:中国与东盟国家是山水相连的友好邻邦,命运休戚与共的重要伙伴,双方关系在抗击疫情中得到进一步深化。2020年中国—东盟领导人会议即将举行,相信这将进一步促进双方关系提质升级。回顾双方关系在这不平凡的一年中的发展进程,我们欣喜地看到,中国和东盟增进互信,加强团结,密切合作,为全球抗疫树立典范,有效助推地区经济复苏,共同促进地区和平稳定,积极引领人文交流。

一是加强高层沟通,提供战略引领。习近平主席、李克强总理、王毅国务委员兼外长同东盟各国领导人和外长及东盟秘书长以各种方式保持密切联系,为双方携手抗疫、共谋发展指明了方向。近几个月来,中方恢复与东盟的面对面外交,中共中央政治局委员、中央外事工作委员会办公室主任杨洁篪先后访问新加坡、缅甸,王毅国务委员兼外长接待印尼外长和总统特使、菲律宾外长访华,并访问柬埔寨、马来西亚、老挝、泰国、新加坡,就加强双方抗疫合作、推动加快经济复苏进一步深入交换意见,为地区经济复苏进程注入了动力、提振了信心。9月初中国-东盟外长会也就双方共同引领地区抗疫合作、促进地区经济复苏释放了强有力信号。

二是深化抗疫合作,守护民众健康。中国和东盟国家坚持人民至上、科学防疫,彼此同舟共济、相互扶持。中国政府和人民对东盟国家和人民在抗疫关键阶段给予的宝贵支持铭记在心。中国将继续帮助东盟国家彻底战胜疫情,包括增进防控诊疗经验交流,提供必要抗疫物资,开展疫苗研发、生产和使用合作,援建核酸检测实验室,支持东盟启动抗疫基金、建立应急医疗物资储备库。双方将共同反对病毒污名化、抵制疫情政治化,继续守望相助,探索构建人类卫生健康共同体。

三是共推复产复工,增添地区动能。中国先后与新加坡、老挝、柬埔寨、缅甸、印尼等东盟国家建立了人员往来“快速通道”和物资流通“绿色通道”,恢复多个东盟国家的直飞国际航班,并积极推动探讨两大通道区域化和网络化,以稳定地区产业链、供应链,拓展疫情催生的新模式、新业态,不断为各国经济增长注入强劲动力。

四是保持经贸韧性,彰显合作潜力。我们高兴地看到,面对疫情冲击,今年中国与东盟经贸合作逆势上扬,东盟稳坐中国最大贸易伙伴宝座。今年前三季度双方贸易额达4818亿美元,占中国同期外贸总额的七分之一。中国对东盟国家直接投资达107亿美元,同比增长76.6%,这充分显示了双方合作的强劲韧性和巨大潜力。

五是共建“一带一路”,拉紧利益纽带。中国和东盟国家共同克服疫情不利影响,稳步高质量推进“一带一路”建设,推动“一带一路”与《东盟互联互通总体规划2025》对接,助力当地经济复苏。中老铁路建设快马加鞭,全线75座隧道顺利贯通,多个车站即将封顶。雅万高铁全线237个工点已开工229处,两处连续梁顺利合龙,不久前10号隧道安全穿越既有铁路线,取得又一突破性进展。金边—西哈努克港高速公路建设持续推进,完成进度已逾四分之一。中方与相关东盟国家也就加快推进中泰铁路、中马东海岸铁路等重大项目建设取得共识。

六是加强人文交流,推动民心相通。中国和东盟国家历史文化多元包容、各具特色,民间交往源远流长、历久弥新。面对疫情,双方民众通过捐款、捐物、祈福和录制祝福视频等方式互为彼此加油鼓劲,进一步促进了民心相通。双方媒体智库青年等不同界别举行了多层级、多领域视频交流对话。今年双方以视频方式举行了三次中国—东盟关系雅加达论坛,双方知名学者围绕中国-东盟关系与东亚区域合作深入交流意见。首届中国—东盟友好合作主题短视频大赛赢得“开门红”,收到超过3万份投稿。中国—东盟菁英奖学金项目稳步实施并于金秋10月举行了2020年线上开学仪式。中国—东盟之间紧密活跃的人文交流合作促进双方民众互学互鉴、相知相交,不断深化友好情谊。

七是维护南海和平,促进地区稳定。地区国家有权利实现自身发展,有权利探索符合本国国情的发展道路。面对域外势力在南海挑动事端、制造紧张,我们坚定认为,南海不应成为大国博弈之海、炮舰横行之海,中国和东盟国家始终将维护南海和平稳定视为最大共同利益,牢牢把握南海事务主导权,坚持处理南海问题的“双轨思路”,积极开展涉海对话合作。中国和东盟国家克服疫情不利影响,举行落实《南海各方行为宣言》联合工作组线上会议,继续推进落实《宣言》进程和“准则”磋商工作,表明了共同维护南海和平稳定的坚定决心。我们同时要警惕损害东盟中心地位和现有合作架构的言行,反对制造紧张对立的冷战思维,维护来之不易的地区和平稳定局面,携手推动各国实现繁荣发展。

面对疫情巨大冲击和严峻外部环境,中国科学统筹疫情防控和经济社会发展,有力推动经济稳定恢复增长。中国经济二季度增长率先转正,同比增长3.2%,三季度增速进一步加快至4.9%,主要经济指标持续向好。在不久前中国国庆“黄金周”期间,中国国内旅游人数达6.37亿人次,零售和餐饮业销售总额达1.6万亿元人民币(约2400亿美元),充分显示了中国经济的强大活力。不少国际经济机构预测中国将成为今年全球唯一实现正增长的主要经济体。

基于当前国内外经济形势,中国政府明确提出要加快形成以国内大循环为主体、国内国际双循环相互促进的新发展格局。日前,中国国家主席习近平在深圳特区建立40周年庆祝大会上指出,中国将推动高质量发展,建设更高水平开放型经济新体制,国内市场规模将更加扩大,国内国际两个市场的结合将更加紧密,各国同中国合作的空间将更加广阔。习近平在第三届中国国际进口博览会开幕式上强调,中国将秉持开放、合作、团结、共赢的信念,坚定不移全面扩大开放,将更有效率地实现内外市场联通、要素资源共享,让中国市场成为世界的市场、共享的市场、大家的市场,为国际社会注入更多正能量。

刚刚举行的中国共产党十九届五中全会审议通过了《中共中央关于制定国民经济和社会发展第十四个五年规划和二0三五年远景目标的建议》,擘画了未来一个时期我国发展的宏伟蓝图,进一步增进了外界对中国发展的信心。

东盟国家是中国近邻和重要合作伙伴,疫情没有阻碍中国和东盟友好合作,而为我们拓展与深化合作、推动双方关系全方位发展提升了新契机。中方愿与东盟加强协调,密切合作,着眼疫情长期化、防控常态化的新形势,加强发展战略深入对接,共同推动地区抗疫和经济复苏进程,坚持团结协作的亚洲价值观,支持以东盟为中心的区域架构,坚定践行多边主义和合作共赢理念,打造更加紧密的命运共同体。

明年是中国-东盟建立对话关系30周年。我相信,经历了疫情考验,中国-东盟关系将通过共同推动地区经济复苏合作再次得到升华,迈上新台阶,开创新时代。

A New Prospect for China-ASEAN Relations

China and ASEAN countries, connected by mountains and rivers, are friendly neighbors and important partners, and China-ASEAN relations have been further deepened in our joint fight against COVID-19. The 23rd ASEAN-China Leaders’ Meeting, which is soon to be convened, will be another critical occasion to move our relations forward.When we look back at our relations in 2020, we are delighted and heartened to see deeper mutual trust, consolidated solidarity and closer cooperation. China-ASEAN relations set an example for the global response to the pandemic, boosted regional economic recovery, promoted regional peace and stability and strengthened people-to-people ties. A review of the highlight moments in our relations in 2020 would be highly encouraging.

China and ASEAN leaders provide strategic guidance through close communication.President Xi Jinping, Premier Li Keqiang and State Councilor and Foreign Minister Wang Yi have maintained close communication with their ASEAN counterparts as well as the ASEAN Secretary-General, navigating the course of China-ASEAN anti-pandemic response, among other areas of cooperation. Fortunately, our most senior diplomats resumed face-to-face interactions recently. Yang Jiechi, Member of the Political Bureau of the CPC Central Committee and Director of the Office of Central Commission for Foreign Affairs, visited Singapore and Myanmar. State Councilor and Foreign Minister Wang Yi received Indonesian Foreign Minister Retno Marsudi, Indonesian President’s Special Envoy Luhut Binsar Pandjaitan and Philippine Foreign Secretary Teodoro Locsin Jr. in China and paid visits to Cambodia, Malaysia, the Lao PDR, Thailand and Singapore. Their exchanges deepened communication, boosted confidence and injected impetus into regional economic recovery. ASEAN-China Foreign Ministers’ Meeting in September also sent a strong message of our joint commitment to leading regional anti-pandemic cooperation and promoting economic recovery.

China and ASEAN have been conducting close anti-pandemic cooperation to protect people’s health. Both China and ASEAN countries follow the people-oriented and scientific approach in responding to COVID-19 and provided each other with timely and generous assistance. The Chinese government and people will keep deep in our heart the precious support of ASEAN countries and peoples to China when we were in the darkest moment. And China will continue to assist ASEAN countries to prevail over the pandemic, including by sharing experience, providing most-needed medical supplies, working together on vaccine R&D, production and application, building nucleic acid testing laboratories and supporting the COVID-19 ASEAN Response Fund as well as the ASEAN reserve of emergency medical supplies. China and ASEAN will work concertedly to oppose stigmatization and politicization of the virus, as we explore the building of a community of health for all.

China and ASEAN have jointly promoted resumption of work and production to boost regional growth. China has established “fast tracks” and “green lanes” with Singapore, the Lao PDR, Cambodia, Myanmar and Indonesia to facilitate the better movement of people and goods and resumed direct flights with multiple ASEAN countries. Efforts have also been made to connect these channels into a regional network of movement. These endeavors will be conducive to stabilize regional production and supply chains and cultivate new growth models and business forms, thus driving the economic growth of regional countries.

China and ASEAN have maintained resilient trade ties. It’s encouraging to see the robust growth of ASEAN-China trade amid COVID-19. ASEAN has stayed as China’s largest trading partner so far through the year. ASEAN-China trade reached 481.8 billion US dollars in the first three quarters, accounting for one seventh of China’s foreign trade in the same period. China has already made 10.7 billion US dollars of direct investment in ASEAN countries, up by 76.6 percent year-on-year. These figures demonstrate the strong resilience and full potential of China-ASEAN cooperation.

China and ASEAN have worked more closely on Belt and Road projects. Despite difficulties brought by the pandemic, steady progress has been achieved in high-quality BRI projects in ASEAN countries and more synergy created between the BRI and MPAC 2025, which gives a strong boost to local economic recovery. The construction of China-Laos Railway progressed rapidly, with all of the 75 tunnels drilled through and multiple stations soon to be completed. More breakthrough was made in the Jakarta-Bandung high-speed rail, with construction kicking off in 229 of 237 project sites, two major continuous beams completed and Tunnel No.10 traversing an existing railway line recently. The Phnom Penh-Sihanoukville Expressway has been going on smoothly, with over a quarter of construction done. China has also reached important agreement with ASEAN countries on accelerating construction on other key projects, including the China-Thailand Railway and the East Coast Rail Link in Malaysia.

China-ASEAN people-to-people exchanges have deepened mutual understanding.China and ASEAN countries boast unique, diverse and inclusive cultures and a time-honored history of friendship among the people. Since the COVID-19 outbreak, our peoples have cheered each other up by making donations or expressing blessings through heart-warming videos. Scholars and experts from the media and think tanks and our young generations have maintained multi-level dialogue in various areas via video links. Three virtual Jakarta Forums were held, where Chinese and ASEAN scholars were engaged in in-depth exchanges on China-ASEAN relations and cooperation in East Asia. The first China-ASEAN short video contest focused on friendship and cooperation and received more than 30,000 video entries. The ASEAN-China Young Leaders Scholarship is in sound implementation, with a successful online opening ceremony for the autumn semester in October.

China and ASEAN have jointly maintained peace and stability in the South China Sea and our region as a whole. Regional countries have the right to pursue development and explore development paths that suit their own national conditions. Regarding the moves of some external forces to stir up trouble in the South China Sea, China firmly believes that the South China Sea should not become a sea for great powers to play games or for gunboats to run wild. China and ASEAN share the conviction that peace and stability in the South China Sea is in our biggest shared interest, that we shall hold the right of handling the South China Sea issue firmly in our own hands, uphold the “dual track approach” and actively engage each other in dialogue and cooperation.

Despite the inconvenience caused by COVID-19, China and ASEAN countries managed to hold a joint working group meeting on the Implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC) via virtual link weeks ago. Our joint efforts to promote the implementation of DOC and the consultation of COC speak volume of our firm resolve to jointly safeguard peace and stability in the South China Sea.

In the meantime, it is also important for China and ASEAN to be on guard against those words and moves that could undermine ASEAN centrality and the existing cooperation mechanisms, oppose the Cold War mentality that creates tension and confrontation, maintain the hard-won regional peace and stability and work together for shared prosperity and development.

Faced with the severe impact of the pandemic and complex developments in the region and beyond, China has made strenuous endeavors to coordinate pandemic control with economic and social development and brought the Chinese economy steadily back to the growth track. China’s economy returned to 3.2 percent growth in the second quarter and further up by 4.9 percent in the third quarter. All major economic indicators are turning for the better. During China’s “golden week” National Holiday weeks ago, 630 million people traveled domestically, and the retail and restaurant sales totaled 1.6 trillion yuan (240 billion US dollars or so), showcasing China’s strong economic vitality. Multiple international economic institutions have expected China to be the only major economy with positive growth in 2020.

Having taken into full consideration the economic outlook at home and abroad, the Chinese government has put forward a new development paradigm of dual circulation which takes the domestic market as the mainstay and allows domestic and foreign markets to be reinforcing.

As President Xi Jinping pointed out at the conference in celebration of the 40th anniversary of the Shenzhen Special Economic Zone weeks ago, China will promote high-quality development and build a new system of an open economy at a higher level. The domestic market will be further expanded and more closely connected with the international one, thus creating more opportunities of cooperation between China and other countries.As President Xi Jinping emphasized at the opening ceremony of the third China International Import Expo (CIIE), China will stay committed to openness, cooperation and unity for win-win results. China remains firm to expand all-round opening up and explore more efficient ways to connect the domestic and international markets and share factors of production and resources. Our aim is to turn the Chinese market into a market shared by all and accessible to all so as to bring more positive energy to the global community.

Last month, the Proposals on the 14th Five-Year Plan (2021-2025) for National Economic and Social Development and on the “Vision 2035” Program was adopted at the fifth plenary session of the 19th CPC Central Committee, which charts course for China’s development in the next 15 years and boosts confidence of the international community on China’s future development.

ASEAN countries are China’s close neighbors and important partners. Together we are turning the pandemic crisis into opportunities, rather than allow it to hold us back. On the way forward, China will strengthen coordination with ASEAN to adapt to pandemic prevention and control in the long run, further synergize development strategies and advance cooperation against COVID-19 and on regional economic recovery. We will join hands, as always, to champion our Asian values of solidarity and collaboration, support the ASEAN-centered regional architecture and pursue multilateralism and win-win cooperation. Together we strive for a closer China-ASEAN community with a shared future.

As next year marks the 30th anniversary of ASEAN-China dialogue relations, I believe our joint fight against the virus and cooperation on economic recovery will usher China-ASEAN relations to an even higher level.
