Join hands to build the “main artery” of Kyrgyzstan

山水相连，守望相助。沟通中外文明的丝绸之路上，与中国比邻而居的吉尔吉斯斯坦（以下简称“吉国”）境内，由中铁五局承建的BK公路（比什凯克—卡拉巴尔塔段）正在紧张有序的施工中。自2017年4月开工以来，这条吉国“大动脉”的建设从未因突发状况和艰难险阻而中断过。

As neighbors connected by mountains and rivers, we help each other. On the Silk Road that links China and foreign countries, Bishkek-Kara Balta Road (Bishkek-Kara Balta section of Bishkek-Osh Road) undertaken by China Railway No. 5 Engineering Group Co., Ltd. is under construction in a tense and orderly manner in Kyrgyzstan, a neighbor of China. Since the commencement in April 2017, the construction of this Kyrgyz “main artery” has never been interrupted by emergencies or difficulties.

保建设 “逆行而上”的中国工程师

“Rebellious” Chinese engineers

BK公路全长45.1公里，位于吉国西北部，是吉政府提出“努力修复和养护公路、发展国际运输走廊和扩大国内公路网”的重要项目，不仅是连接首都比什凯克和第二大城市奥什的主干道，也是通往邻国塔吉克斯坦、乌兹别克斯坦和中国的唯一通道。项目的实施，对吉国经济、旅游、商务发展以及改善当地民生具有战略性的意义。

Bishkek-Kara Balta Road, extending 45.1 kilometers, is located in the northwest of Kyrgyzstan, as an important project of the Kyrgyz government to “repair and maintain highways, develop international transport corridors, and expand the national highway network”. It is not only the main road connecting the capital Bishkek and the second-largest city Osh, but also the only channel to neighboring Tajikistan, Uzbekistan, and China. The implementation of the project is of great strategic significance to Kyrgyz economy, tourism, and business development and improvement of local people’s livelihood.

2018年大学毕业就来到项目部的李春博，主要负责分包合同管理以及各项拆迁工作，无论寒冬还是酷暑，他总是穿梭于项目沿线村庄间。“我们必须在认真调查、全面了解项目各作业面图纸和规范要求后，才能有效把握公路建设过程中的重难点。”几年的磨练，李春博已经从初出校园的青涩小伙子成长为成熟干练的助理工程师了。

Li Chunbo, who joined the Project Department right after he graduated from the university in 2018, was mainly responsible for subcontract management and demolition work. He always shuttled between the villages along the line whether it was in freezing winters or broiling summers. “We must carefully investigate and fully understand the drawings and specifications for each item of the project in order to effectively grasp the key points and difficulties in the construction process of the highway.” After several years of “training”, Li Chunbo has grown from a simple young man to a sophisticated and capable assistant engineer.

在BK公路的建设中，还有一群“女将”，她们完美诠释了“巾帼不让须眉”的责任和担当。

In the construction of the Bishkek-Kara Balta Road, there is also a group of “female generals”, who perfectly interpret the responsibility and ambition equivalent to those of their male colleagues.

在BK公路每期的计量现场，总能看到项目工程部副部长王丹忙碌的身影：对有争议的地方和监理据理力争、对现场签证认真记录、深夜打印报表，面对分包计量，更是一丝不苟。事事“较真”的她说，“现场没有做到位的，必须按照合同扣除相应金额，且要及时形成书面记录”。从事俄语商务的周慧积极响应号召，加入到公司包机“逆行出征”的队伍中，毅然回到项目施工一线。“我非常珍惜这里的工作机会，及时高效是我最基本的工作原则。”

On the metering site of each phase, Wang Dan, Deputy Director of the Engineering Department of the project, was always seen bustling about: arguing with the supervisor about controversial spots, carefully recording certificates issued on the spot, printing statements late at night, and being meticulous about the measurement of subcontract works. About this “meticulousness”, she said, “For items not completed as agreed, I have to deduct the corresponding amount according to the contract, and form a written record in time.” Zhou Hui, who was engaged in Russian business, actively responded to the call and took the company’s chartered flight to resolutely return to the front line of the project construction. “I cherish the work opportunity here very much, and being timely and efficient is my fundamental working principle.”

2020年新冠疫情暴发时，已经连续两年没有回国过春节的项目经理张亮仍然坚守在吉国，带领留守人员积极开展复工复产，拓市场、抓生产、控疫情，千方百计克服因疫情导致的人力、物力匮乏等重重困难，出色地完成了各项工作任务。

When COVID-19 broke out in 2020, Zhang Liang, who had not returned home to celebrate the Spring Festival for two consecutive years, chose to stay in Kyrgyzstan, leading the left-behind personnel to actively resume work and production. He, together with colleagues, expanded the market, pushed forward production, and controlled the pandemic, trying everything possible to overcome the difficulties such as lack of manpower and material caused by the pandemic. As a result, he perfectly completed all the tasks.

在疫情与国际复杂形势的双重考验下，正是这一个个敢为人先、可钦可敬的人，奔走在中吉合作的重大项目一线，为推动吉国经济社会发展和民生改善发挥着重要作用，成为“一带一路”上最坚实的力量。

In face of the tests of the pandemic and the complex international situation, it was these pioneering and respectable persons who struggled at the front line of the major China-Kyrgyzstan cooperation project that played an important role in promoting the economic and social development and improving Kyrgyz people’s livelihood, and formed the most solid force on the Belt and Road.

“克服一切困难，尽最大努力，确保早日向吉国人民交付优质的道路工程”，这是BK公路项目全体员工抢抓生产、保障吉国南北道路畅通最朴实的宣言。

“We will overcome all difficulties and try our best to deliver a quality road project to the people of Kyrgyzstan as soon as possible!” This is the plainest manifesto of all the members of the Bishkek-Kara Balta Road project team.

今年入夏以来，项目部抓住当前吉国有利的气候，倒排工期计划，实行每天12个半小时的工作时间，争分夺秒抓生产。

Since the beginning of this summer, which offered a favorable climate, the Project Department implemented 12.5-hour workdays according to the backward schedule, to advance the progress as much as possible.

目前，BK公路项目施工已进入最后的冲刺阶段，主项目路段路基土石方也已基本完成，地下管线改移进展迅速，道路标志牌、红绿灯、划线等道路附属工程也已开始施工。

At present, the construction of Bishkek-Kara Balta Road has entered its final stretch. The subgrade earthwork of the main section has been basically completed; the underground pipeline relocation is progressing rapidly; the construction of road ancillary works such as road signs, traffic lights, and road lines have started.

看着眼前宽阔、平坦即将完工的道路，参与了BK公路建设的当地员工伊布拉黑木开心地说：“感谢中国人帮我们修了这条路，我为自己能参与其中感到自豪。”

Looking at the upcoming broad and flat road, Ibrahim, a local employee engaged in the project, said joyfully, “Thank Chinese people for helping us build this road. I’m proud to get involved.”

互帮互学“好兄弟”

Good brothers help and learn from each other

“感谢中铁五局给我提供了工作，还教会我使用各种测量仪器，这是我最大的收获。” 吉方员工青格孜是BK公路的现场测量报检员，从初进项目部的茫然，到如今能独立熟练地使用全站仪、水准仪、RTK等测量仪器外，他还兼职项目部的翻译工作，与监理开展相关讨论交流，有效提高项目的施工进度。

“Thank China Railway No. 5 Engineering Group for offering me a job and teaching me how to use various measuring instruments. It is quite rewarding.” Kyrgyz employee Cinggiz is a field measurer and inspector. The man, who did not know what to do at the site, is now able to skillfully use total stations, spirit levels, RTK, and other instruments. Meanwhile, he serves as a part-time translator of the Project Department responsible for communicating with the supervisor, which has effectively advanced the construction progress of the project.

以前，吉国经济以能源供应和农牧业为主，现代工业和科学技术欠发达，基建方面的劳动技能普遍不高。中铁五局在吉国所承建的项目雇用了大量当地员工，并定期为他们开展各种技能培训。仅2019年至2021年上半年，就为当地提供了约1200个工作岗位，大大促进了当地的人员就业和经济发展。

In the past, Kyrgyzstan mainly lived on energy supply, agriculture, and husbandry. Its modern industry and science and technology were underdeveloped, and infrastructure laborers were generally less skilled. The projects undertaken by China Railway No. 5 Engineering Group in Kyrgyzstan employed a large number of local staff and regularly conducted skills training for them. Between 2019 and the first half of 2021 alone, about 1,200 jobs were created for local people, greatly promoting local employment and economic development.

在海外从事基建工作十多年的张亮时常对同事们说：“来吉尔吉斯斯坦之前，我去过非洲、印尼、新加坡等地参与工程建设，不论走到哪里，属地化管理理念是我一贯的坚持。”他认为，“走出去”的中国企业在为当地建造出经得起检验的优质工程的同时，把先进技术传授给当地员工，让他们学到更多技能也是十分必要的。

Zhang Liang, who has been engaged in infrastructure construction overseas for more than a decade, often told his colleagues, “Before I came to Kyrgyzstan, I worked in Africa, Indonesia, Singapore, and other places. No matter where I go, localized management is my consistent philosophy.” He believes it is necessary for Chinese enterprises that “go global” to impart advanced technologies to local employees and help them learn more skills while building withstanding quality projects.

“我以前就在中国公司工作过，很喜欢和中国人交流，这次能够和中铁五局一起建设我们国家的道路，我很自豪。”毕业于中国西北工业大学的吉国员工马克思说，“无论面临何种困难和挑战，中国同事们始终坚守岗位，他们值得敬佩！”他是一名非常有经验的协调员，汉语非常好，他常以“好兄弟”称呼中方员工。项目一开工，他就在这里工作了，主要负责与吉国各级政府部门的协调翻译工作。现在，他已经成为项目协调工作的中坚力量。

“I worked with a Chinese company before and I like to communicate with Chinese people. I’m very proud to build a road in my country together with China Railway No. 5 Engineering Group.” Maksat, who graduated from Northwestern Polytechnical University, is a Kyrgyz employee.He said, “No matter what difficulties and challenges they face, my Chinese fellows always stick to their posts, and they are admirable!” Maksat is a very experienced coordinator. The fluent Chinese speaker often calls his Chinese fellows “good brother”. He has been working here since the construction was started, mainly responsible for coordination and translation with Kyrgyz government departments at different levels. Now, he is the backbone of the project’s coordination work.

“好邻居”积极履行社会责任

“Good neighbor” actively fulfills social responsibility

新签的BK7400米增项项目建设之初，当地居民普遍反映，该地段由于地下排水系统问题，下雨之后就会出现积水，水甚至会流向住宅地区。项目部调查发现，该排水系统已经使用了60多年，管道锈蚀严重，管道布设位置错综复杂。通过与当地政府沟通，中铁五局决定为居民建造新的排水系统。新排水系统建成后，当地民众纷纷称赞，“感谢中国的朋友”“中国是我们的好邻居”……

At the beginning of the construction of the newly contracted Bishkek-Kara Balta Road 7,400m addition project, local residents universally reported that due to the defective underground drainage system, waterlogging appeared after rains, and the water even flowed to the residential areas. According to the investigation of the Project Department, the drainage system had served for more than 60 years, with seriously rusted pipes and a complex pipeline layout. After communicating with the local government, China Railway No. 5 Engineering Group decided to build a new drainage system for the residents. As the new drainage system was completed, local people all praised, “Thank our Chinese friends”, “China is our good neighbor”...

改善民生的活动，BK公路项目部还做了很多。

The Bishkek-Kara Balta Road Project Department has done a lot of other work to improve people’s livelihood.

耗资约100万索姆，主动为别拉沃思克地区的孤儿院平整校区内场地、摊铺沥青路面；每逢“六一”儿童节都会购置礼物，送给索库卢克区和莫斯科区孤儿院的孩子们，并为两地分别捐款2万索姆；向吉国第三届游牧民族运动会捐助了30万索姆；购买了75万索姆的材料，为项目沿线的阿克苏村小学修缮校舍；给阿克苏村政府免费提供约15万索姆碎石材料，平整儿童公园门口道路……

It invested about KGS 1 million to level the land and construct bituminous pavement for orphanages in Belovodsk; bought “Children’s Day” gifts for the orphanages of Sokuluk District and Moskva District and respectively donated KGS 20,000 to them; donated KGS 300,000 to the 3rd World Nomad Games in Kyrgyzstan; purchased materials worth KGS 750,000 to repair buildings for the Primary School of Aksu Village along the highway; donated aggregate worth KGS 150,000 to the government of Aksu Village for leveling the road in front of the entrance to a children’s park.

今年1月，BK公路项目收到了吉国政府发来的感谢信，“感谢中铁五局帮助当地清理泥石流，在建国28周年之际，特此提出感谢，并邀请参加国庆活动”。

In January this year, the Bishkek-Kara Balta Road project received a letter of thanks from the Kyrgyz Government, “Thank China Railway No. 5 Engineering Group for helping clean up the debris flow. On the occasion of the 28th founding anniversary of the Republic of Kyrgyzstan, we hereby extend gratitude to you and invite you to attend the National Day celebration.”

自BK公路项目开工建设以来，吉国历届国家领导人、各级政府部门及人民，持续高度关注这条道路的建设。吉国多家主流媒体高频率进行集中采访报道，为项目的顺利推进起到了积极的作用，对工程进度、质量及中铁五局的施工能力、履约能力给予了高度的肯定和赞扬。

Since the commencement of the Bishkek-Kara Balta Road project, the national leaders, government leaders and departments at all levels and people of Kyrgyzstan have been closely following the construction of this road. More than one mainstream media outlet of Kyrgyzstan conducted intensive interviews and reports on the project, which has played a positive role in its smooth progress, and highly affirmed and extolled the progress and quality of the project as well as the construction ability and fulfilling capacity of China Railway No. 5 Engineering Group.

张亮在接受采访时说：“我们在外面搞基建，代表的是国家，如果质量不过关，影响的是国家的形象。所以在质量问题上，没有妥协的余地，必须保质保量。”

Zhang Liang said in an interview, “As we build infrastructure overseas, we represent our country. If the quality is poor, the image of our country will be damaged. So on quality issues, we never compromise. It is necessary to guarantee the quality.”

海内存知己，天涯若比邻。中铁五局的建设者们，用根植于内心的友好感情，谱写着中吉两国睦邻友好、合作共赢的时代新篇！

“If you have a friend afar who knows your heart, distance cannot keep you two apart.” The builders of China Railway No. 5 Engineering Group have written with sincerity a new chapter of friendship and win-win cooperation between China and Kyrgyzstan in the new era!
