童道驰：三亚要在自贸区和中国特色自由港建设中打造标杆

12月7日，海南省委常委、三亚市委书记童道驰在三亚保利瑰丽酒店会见了出席第七届三亚·财经国际论坛的法国前总理德维尔潘，并在论坛欢迎晚宴发表了英文演讲。上个月刚刚履新的童道驰表示，海南省委省政府要求，三亚要在海南自由贸易试验区和中国特色自由贸易港建设中打造标杆。

三亚·财经国际论坛自2012年开始举办，迄今已成功举办七届。包括美国前总统卡特、德国前总统科勒、法国前总理拉法兰、德维尔潘、美国前副总统戈尔等在内的多位超重量级人物，曾莅临三亚·财经国际论坛并发表主旨演说。期间，三亚亦从全域旅游城市，逐步成长为中央政府关于自贸区和自由港国策的最重要棋子。

今年4月13日，国家主席习近平在庆祝海南建省办经济特区30周年大会上，正式宣布中央政府决定支持海南全岛建设自由贸易试验区，支持海南逐步探索、稳步推进中国特色自由贸易港建设。童道驰表示，这彰示了中国进一步扩大开放的决心，赋予了海南重大的历史使命，也为海南带来了前所未有的发展机遇。在全球经济一体化、贸易全球化的今天，中国将继续扩大开放，反对贸易保护主义。

12月18日，在庆祝改革开放四十周年大会上的重要讲话中，习近平更把设立自由贸易试验区、谋划中国特色自由贸易港，与兴办深圳等经济特区、沿海沿边沿江沿线和内陆中心城市对外开放、加入世界贸易组织、共建“一带一路”、成功举办首届中国国际进口博览会相提并论。

今年51岁的童道驰，曾长期在中国证监会任职，2016年升任湖北省副省长，今年11月履新海南省委常委、三亚市委书记。求学期间，他曾分别获得北京大学学士学位、中国人民大学硕士学位和美国兰德公司研究生院政策分析博士学位。在三亚从旅游城市谨慎迈向自由港的进程中，资本账户开放、离岸金融等投资自由化政策日益重要，坊间认为，这位有着金融背景的专业干部，显然是上述政策的重要操盘手。

在12月7日的会见和演讲中，童道驰用英文表示，中央支持海南全岛建设自由贸易试验区，支持海南逐步探索、稳步推进中国特色自由贸易港建设，海南和三亚承担重要使命，他个人认为主要有三个原因：

首先，三亚是一个多民族聚居地，游客到了这里可以感受不同的民族风貌，还可实现“吃住行一条龙，游购娱不用愁”。经过30多年的努力，三亚经济社会得到长足发展，初步预计，2018年全市地区生产总值将同比增长7%。这个增长速度也许不是最快的，但三亚追求的不是速度，而是高质量的发展。三亚竭诚欢迎海内外的企业家来三亚投资兴业，但三亚绝不以牺牲生态环境为发展代价，而以椰风海韵、碧海蓝天为荣。各大国际品牌酒店相继落户，三亚是最美丽的滨海旅游城市，仅今年上半年，已经接待了1300多万国内外游客。

其次，三亚是一座创新之城。习近平主席提出要实现中国梦，三亚正是大家实现梦想和抱负的地方。这里气候温和湿润，空气质量优良，长居于此有利于延年益寿。特别是对于一些长期受慢性病困扰的客人，三亚绝对是修养的首选之地。中国政府出台了一系列政策支持鼓励创新创意产业发展。改革开放四十年来，中国也在知识产权保护方面已经取得了不俗的成绩。三亚欢迎来自四面八方的思想理念、投资计划和高科技产品，在知识产权保护这条路上，三亚一定会行稳致远。

第三，三亚区位独特，是“一带一路”建设重要节点城市，是海上丝绸之路合作的重要战略支点城市。海上丝绸之路，是古代中国与外国进行贸易和文化交往的海上通道，在古代甚至可达欧洲的法国和意大利等国，途经100多个国家和地区，推动了沿线各国的共同发展。时至今日，三亚已经成为具有一定国际知名度的旅游度假目的地和举办文体、会展及休闲外交活动的重要舞台，必将为海南自由贸易试验区和中国特色自由贸易港建设作出新的贡献。

童道驰表示，三亚既是一座年轻的城市，同时也是一座古老的城市。言之年轻，是因为她的快速发展也就发生在近十年间。谓其古老，是因为她的历史可追溯到三千年前。三亚古称崖州，历史悠久，源远流长。虽被称为“天涯海角”，但她与中原地区在政治、经济、文化等各个方面的联系从未中断，自古以来就是多元文化的聚集地。近年来，三亚取得了飞速的发展。这一切要归功于中国的改革开放。不久前，习近平主席曾在葡萄牙媒体发表署名文章上，引用了葡萄牙“诗魂”卡蒙斯世代传颂的名句“陆止于此，海始于斯”来描绘优越的地理位置。童道驰称，与葡萄牙的罗卡角类似，三亚也有“天涯海角”。

这位新任三亚市委书记表示，在新政策的指引下，海南、三亚正迈上自由贸易区（港）建设的新台阶，和新加坡、香港和迪拜相比，海南和三亚将会走得更远，“因为我们有着更巨大的潜力、更优质的环境，更稳定的经济”。他解释说，海南全岛面积有3.5万平方公里，是迪拜的8倍，香港的35倍，新加坡的40倍，我们有信心发展得更好。不仅如此，三亚还有多元文化，部分意大利、法国等国人民聚居于此，三亚也成为了各国文化的聚集地，比如我们有法国的美食、意大利的音乐等。未来三亚还计划在凤凰岛建设歌剧院。凤凰岛已经举办了很多大型赛事，比如世界小姐总决赛，赛事相关活动已在三亚举办了数月。凤凰岛国际邮轮港还有丰富的邮轮旅游产品，邮轮航线可达香港、新加坡、马兰西亚等地。此外，三亚还开通了直达多国的国际航空航线。

童道驰说，在发展的同时，三亚非常重视环境保护，比如使用清洁能源，营造良好的环境，以便能吸引更多的宾客来到三亚。三亚不仅是度假的天堂，同时也是投资兴业的热土。欧洲和美国都是三亚重要的客源市场，三亚很重视双方的关系，不同地区、信仰和文化的人更应该多交流、多分享。他欢迎包括德维尔潘前总理在内的诸位嘉宾莅临三亚财经国际论坛，希望聆听有识之士的真知灼见，乐于汲取一切有益的发展经验，为海南建设自由贸易试验区和中国特色自由贸易港添砖加瓦。

会见中，德维尔潘表示，现在世界正处于艰难的十字路口，世界各地争端此起彼伏，给各国人民带来了挫折感，中美关系也面临很多问题，我们应该共同思考，找到解决方案。他同时惋惜欧洲在发展过程中，对海岸线环境的破坏，希望三亚可以更好地保护好环境，这对中国和世界都非常重要。

以下是海南省委常委、三亚市委书记童道驰会见法国前总理德维尔潘的笔录：

首先，我谨对德维尔潘阁下一行访问三亚，参加三亚财经国际论坛表示热烈的欢迎。此前我曾从事金融领域工作多年，与《财经》杂志的总编辑王波明先生相交多年，我本人也是《财经》杂志的忠实读者。法国是第一个和新中国建交的西方大国，中法关系一直总体向好，这其中也有德维尔潘阁下的功劳，在这里要对您表示诚挚的感谢。

First of all, I want to express my warmest welcome to your excellency for attending the Caijing Forum. I used to work in finance industry and have known Mr. Wang Boming for many years, I personally is a loyal reader of Caijing magazine. France is the first western country establishing diplomatic relationship with China. Our countries kept friendly relationship ever since then. I believe you made a lot of efforts for that. For which I really appreciate.

很高兴今天一起参加会见的还有诺贝尔文学奖获得者、

再次感谢大家的到来，下面我简要给大家介绍一下海南、三亚的发展现状。在新政策的指引下，海南、三亚正走向建设自由贸易区（港）建设的新台阶，和新加坡、香港和迪拜相比，我们将会走的更远，这并不是盲目的自信，而是因为我们有着更巨大的潜力、更优质的环境，更稳定的经济，海南全岛面积有3.5万平方公里。我们的面积是香港的35倍，新加坡的40倍，迪拜的8倍，所以我们有信心能发展得更好。不仅如此，我们还有多元文化，意大利、法国等国人民聚居于此，今天我们所在的这个酒店就是由意大利人管理的。我注意到今天的代表团里不少法国人，其实法国的美食、文化以及音乐都很受中国人推崇。三亚也成为了各国文化的聚集地，比如我们有法国的美食、意大利的音乐等等。未来，三亚还计划在凤凰岛建设歌剧院，不知道阁下是否访问过凤凰岛。凤凰岛已经举办了很多大型赛事，比如世界小姐总决赛，赛事相关活动已在三亚举办了数月，明天我们将迎来本年度总决赛。凤凰岛国际邮轮港还有丰富的邮轮旅游产品，邮轮航线可达香港、新加坡、马兰西亚等国。此外我们还开通了直达多国的国际航空航线。

Thanks again for your coming. Now I’d like to brief Hainan and Sanya. Guided by the new policy, Hainan and Sanya are in the new phase of constructing free trade zone (harbor). Compared with Singapore, Hong Kong and Dubai, we will go further and better. We are very confident because we have greater potential, better environment and steady economy. The land area of Hainan is 35000 sq km，35 times of Hong Kong, 40 times of Singapore, and 8 times of Dubai. Also we have diverse cultures, and many French and Italians gathered here. This hotel we stay is run by an Italian. I noticed that we have a lot of French in the delegation, actually the French cuisine, culture and music are welcomed by Chinese people. In Sanya we have French cuisine and Italian music. We also plan to build an opera house in Phoenix Island. Have you even been to Phoenix Island? It has hosted many evens like Miss World Final which has lasted for months and will meet final competition tomorrow. Phoenix Island also has plenty of cruise voyage products which can reach Hong Kong, Singapore and Malaysia. And we also has a cruise. I think the Italian and French will love it. Besides,we have many international direct air lines.

在发展的同时，我们非常重视环境保护，比如我们使用清洁能源，营造良好的环境，以便能吸引更多的宾客来到三亚。我们想招待更多像你们一样的客人，尊重你们的隐私，同时你们也会享受到五星级的服务，我们也会保护环境。今天很荣幸能与诸位嘉宾共聚于此，希望你们多提宝贵意见，为海南自由贸易试验区和中国特色自由贸易港建设建言献策。欧洲和美国都是我们重要的客源市场，所以我们很重视双方的关系，我想不同地区、信仰和文化的人更应该多交流、多分享。所以希望你们到这里可以深切体会到中国的不同文化，中国有30多个省，每个省的面积都相当于欧洲的一个国家，每个省的文化都不尽相同。到了海南、到了三亚，也就希望大家可以尽情享受这里的阳光、海滩，可以见证我们在农业方面的革新，以及我们致力于建设世界一流滨海度假城市的决心。

We want to host more guests like you and respect your privacy and at the same time you will receive our 5 star service and also protect our environment. We use clear energy. I am so honored to have you here and I hope you can share your views on the construction of Hainan pilot free trade zone and free trade port with Chinese Characteristic. Both Europe and US are our import tourism markets, so we treasured the relationship between us. I believed the people of different areas, religion and culture should engage more. So I hope you can experience different Chinese cultures. China has more than 30 provinces and the area of each one is similar to a European country. Each province has its own culture. Hope you can enjoy the sun, the beach here, and see what we have done in the innovation sector particularly in agriculture and our commitment to build a world class coastal resort.

刚才听了童书记为我们介绍未来对海南岛和三亚市的发展规划，包括在旅游、文化、创新方面的一些想法，但是我希望能告诉中国的朋友们，不要走欧洲的错误的道路，过去在欧洲，我们也有大自然的瑰宝、旖旎的海岸线、美丽的海滩，保护他们是非常重要的，但是过去的欧洲在开发过程中破坏了这些海岸线，我们方才知道，如果我们不尊重他们，那么很不幸，环境被破坏了是难以挽回的，所以希望你们知道环境保护和海岸线保护对中国和对世界都很重要。

Just now we heard Mr Tong’s introduction about the plan of Hainan and Sanya, including tourism, culture and innovation. Hopefully we can have lessons from Europe, that is when you have treasure, nice view and beautiful coast line, it is very important to protect them. Unfortunately we have learned that when we do not respect them, it is impossible to have them back. To protect them is very important for the China and the World.

我想现在世界正处于艰难的十字路口，世界各地争端此起彼伏，给各国人民带来了挫折感，中美关系也面临着很多问题，王波明先生才华横溢，他选择的主题引人深思，我们应该共同思考，试图找到解决办法。

The world is now changeable. We see all the tension and the depression around the world, and the problem between China and US. Wang Boming has special talent to choose the special subject that we can think about it. I think it is important to use our minds and try to find solution.

我很开心此次我们不仅有来自政界、商界的专家，还有来自文学界、艺术界的朋友，我认为他们的视角会给我们更多的解决方案，他们更能理解世界正在发生了什么，知道世界正走向何方，他们也更多的思考世界的未来。

Good evening. It gives me great honor to address here and to host the welcome dinner, and more importantly, to celebrate the grand opening of the 7th Sanya Forum. Let me begin by extending our sincerest welcome and warmest gratitude for all the distinguished guests from all over the world.

在晚宴开始不久之前，我有幸与法国前总理德维尔潘阁下一行进行了卓有成效的交流，受益良多。下面，请允许我简要给各位介绍三亚的基本情况。

Just now right before the dinner, I met with his excellency Dominique de VILLEPIN, Former French Prime Minister, and we shared experiences and exchanged views, learning and benefiting a lot. Now, please allow me to brief Sanya.

三亚既是一座年轻的城市，同时也是一座古老的城市。言之年轻，是因为她的快速发展也就发生在近十年间。谓其古老，是因为她的历史可追溯到三千年前。三亚古称崖州，历史悠久，源远流长。虽被称为“天涯海角”，但她与中原地区在政治、经济、文化等各个方面的联系从未中断，自古以来就是多元文化的聚集地。近年来，三亚取得了飞速的发展。这一切要归功于中国的改革开放。就在不久前，习近平主席刚刚结束了欧洲-拉美之行，访问了西班牙、阿根廷、葡萄牙等国。在葡萄牙媒体发表的署名文章上，习主席引用了葡萄牙“诗魂”卡蒙斯世代传颂的名句“陆止于此，海始于斯。”来描绘优越的地理位置。与葡萄牙的罗卡角类似，我们三亚也有“天涯海角”。

Sanya is both an old and young city. Why I say it is young, that is because she really gained faster development within the recent decade. When it comes to being old, that is because Sanya has a time-honored history dating back to three thousand years ago. Back then, Sanya was named “Yazhou”. Located at the end of the earth, Sanya stood as an important connection point with the mainland in terms of politics, economy and culture. It has been a collection for diverse culture since ancient times. In recent years, Sanya has made remarkable achievements, which, in particular, benefited greatly from the reform and opening-up policy. Not long ago, Chinese President Xi Jinping concluded his European and Latin-American trip covering Spain, Argentina and Portugal. When visiting Portugal, he quoted from Luis de Camoes, the greatest poet of Portugal, in the signed paper for the press, “Here, where the land ends and the sea begins” to vividly depict the superb location of Cape Roca. As it is the same case with Sanya’s favorable sitting as “the end of the earth”.

在全球经济一体化、贸易全球化的今天，中国将继续扩大开放，反对贸易保护主义。今年4月13日，习近平主席在庆祝海南建省办经济特区30周年大会上，郑重宣布党中央决定支持海南全岛建设自由贸易试验区，支持海南逐步探索、稳步推进中国特色自由贸易港建设。习近平主席的讲话彰示了中国进一步扩大开放的决心，赋予了海南重大的历史使命，也为海南带来了前所未有的发展机遇。省委省政府要求，三亚要在海南自由贸易试验区和中国特色自由贸易港建设中打造标杆。

We are faced with a world featuring economic integration, for which we warmly welcome trade globalization, but trade protectionism. China will stay committed to expanding opening-up to a higher and deeper level. What’s worth mentioning is that, on April 13 this year, on the 30th anniversary conference marking the establishment of the special economic zone of Hainan Province, Chinese President Xi Jinping solemnly announced that the Communist Party of China Central Committee has decided to support Hainan in developing the whole island into a pilot free trade zone, and gradually exploring and steadily promoting the establishment of a free trade port with Chinese characteristics. President Xi’s speech demonstrated China’s commitment to pursue further opening-up, more importantly, endowing Hainan as a pilot zone for deepening reform and opening-up, which brings Hainan unprecedented opportunities for development. To put the demand from the CPC Hainan Provincial Committee and Provincial Government into action, Sanya is set to be a benchmark in the course of promoting a pilot free trade zone and exploring a free trade port.

为什么选择了海南、三亚呢？我个人认为主要是三个原因：

Why the central government choose Hainan and Sanya? In my opinion, the reasons could be boiled down to the following:

一、三亚是一个多民族聚居地，游客到了这里可以感受不同的民族风貌，还可实现“吃住行一条龙，游购娱不用愁”。经过30多年的努力，三亚经济社会得到长足发展，初步预计，2018年全市地区生产总值将同比增长7%。这个增长速度也许不是最快的，但我们追求的不是速度，我们更注重的是高质量的发展。我们竭诚欢迎海内外的企业家来三亚投资兴业，但我们绝不以牺牲生态环境为发展代价，三亚以椰风海韵、碧海蓝天为荣。各大国际品牌酒店相继落户三亚，我们可以很自豪地说三亚是最美丽的滨海旅游城市。仅今年上半年，我们已经接待了1300多万国内外游客。

Firstly, Sanya is home to many ethnic groups. When visitors come here, they can not only experience minority customs, but also feel free to dining, sightseeing, shopping and entertaining. Over 30 years’ endeavor paid off. According to preliminary estimate, Sanya’s GDP this year will see a 7% growth, a number which may not be the highest. However, what we highlight is the high-quality economy. We do warmly welcome investors from all over the world. But one thing is important, that is, we will never sacrifice environment for development. That’s our bottom line. Boasting of bright sunshine, fresh air and tropical charm, Sanya has attracted many international brand hotels. To cite the number of the first half of this year, we have received 13 million tourists. For which, we are proud to say that Sanya is the most beautiful coastal resort.

二、三亚是一座创新之城。习近平主席提出要实现中国梦，我想三亚正是大家实现梦想和抱负的地方。这里气候温和湿润，空气质量优良，长居于此有利于延年益寿。特别是对于一些长期受慢性病困扰的客人，三亚绝对是修养的首选之地。此外，中国出台了一系列政策支持鼓励创新创意产业发展。说到创新，许多人可能会对知识产权保护有所担心。其实，大家大可放心。改革开放四十年来，中国在知识产权保护方面已经取得了不俗的成绩。尽管许多人对此拒不承认，或者熟视无睹，观念仍停留在几十年前，但是在知识产权保护这条路上我们一定会行稳致远。所以，朋友们，来海南、来三亚吧，带着你们的思想理念、投资计划、高科技产品放心地过来，我们一定做好知识产权保护工作。

Secondly, Sanya is an innovation city. Chinese President Xi Jinping put forward the notion of “Chinese Dream”. I think Sanya is the very place where you can fulfill your dreams and aspirations. Sanya is a healthy city featuring mild and humid climate as well as quality air. If you want to keep fit, do stay here longer. For those suffering long-time disease in particular, Sanya is your perfect option. Moreover, the central government has introduced a batch of policies to promote innovation industry. In terms of innovation, many of you may doubt about the IPR protection issue. Please do not worry about that. Over the past 40 years, we have done a lot regarding IPR protection. Maybe some of you will deny or turn a blind eye to, however, what speaks louder is the notable progress we have made in the past 40 years. Thus, we warmly welcome you to Hainan and Sanya with your creative ideas, investments and high-tech industry. We will surely create a better business environment for you.

Thirdly, Sanya is blessed with a unique geopolitical location, making it an important city of the ‘Belt and Road” initiative construction as well as a critical juncture of the maritime silk road. Dating back to thousands of years ago, the maritime silk road played a significant role in facilitating the trade and cultural engagements among different countries, reaching European countries like France and Italy furthermost. Involving more than 100 countries and regions, it promoted the common development of countries alongside. Up to this day, Sanya has emerged as a critical stage in the world, a famous destination for vacation, cultural and sports events, conferences, exhibitions and leisure diplomacy, making its new contributions to the constructions of a pilot free trade zone and a free trade port.
