In early winter, Professor Loh Teck Peng started his work at Henan University of Technology (HUT). Professor Loh is a world-renowned chemist with a doctorate from Harvard University. He is also Fellow of the Singapore National Academy of Science (SNAS), Fellow of the Academy of Sciences Malaysia (ASM), and Associate Chair (Research) of the School of Chemical and Biomedical Engineering of the Nanyang Technological University, and has won the President's Science and Technology Award (PSTA) in Singapore.

初冬时节，新加坡国家科学院院士、马来西亚科学院院士罗德平开始了在河南工业大学的科研工作。罗德平教授是世界著名化学家、美国哈佛大学博士、新加坡南洋理工大学化工学院建院院长，曾获新加坡总统科学奖。

As early as April 2021, Professor Loh Teck Peng was contacted by Henan University of Technology. Impressed by the university's sincerity and persistence over six months of communication, he signed a cooperation agreement with HUT in October.

其实，早在2021年4月，河南工业大学便开始和罗德平院士进行沟通交流。经过半年的接触，罗德平教授被郑州的诚意和执着打动，于10月正式签约。

July 17th, 2021 marked the official inauguration of Songshan Laboratory, the first provincial laboratory in Henan and a leap forward in the province's effort to reshape its laboratory system and build a first-class innovation platform. Soon after, the Shennong Laboratory, the Yellow River Laboratory and other provincial laboratories were officially launched one after another.

2021年7月17日，嵩山实验室正式揭牌运行，是河南省第一家省实验室，这也标志着河南省重塑实验室体系、搭建一流创新平台迈出了实质性步伐。紧接着，神农种业实验室、黄河实验室等省实验室相继挂牌。

For the first time at the 4th Talent Recruitment & Project Matchmaking Event for Innovation and Development in Henan, China in October 2021, the High-caliber Talents (Projects) Matchmaking Fair, one of the main events, designated a zone for major innovation platforms. "The booth for Songshan Laboratory is specially arranged in the best position of the key zone. From this, we can feel that the CPC Henan Provincial Committee, the Henan Provincial Government, and the CPC Zhengzhou Municipal Committee have attached great importance to and shown support for creating a first-rate scientific and technological innovation platform nationwide and building Zhengzhou into a national innovation center," said the on-site officer for Songshan Laboratory. He also indicated that they would seize the opportunity to attract more high-tech talents and programs at home and abroad, foster a good atmosphere for high-tech prosperity in Henan, and gather top players in scientific research into the province so that the abundant human capital can give Henan an edge in developing its high-tech sector.

在2021年10月举行的第四届中国·河南招才引智创新发展大会上，作为大会的主要活动之一高端人才（项目）对接洽谈会，首次设立了重点创新平台人才招聘专区。“嵩山实验室的展台位于本次重点创新平台人才招聘专区的最佳位置，这本身就体现出河南省委、省政府和郑州市委、市政府对创建国内一流科研创新平台、推进国家创新高地建设的巨大支持和决心。”嵩山实验室招聘现场负责人表示，他们将以此为契机，广泛引进海内外的高新技术人才，在河南营造高新技术发展的良好氛围，吸引带动更多科研领域的种子选手扎根河南，形成高精尖人才的集聚效应，助力打造河南省内高新技术发展的良好生态。

On June 29th, 2021, the 100 Enterprises and 100 Workstations job fair of Zhengzhou city for PhDs and Postdocs was held on the new campus of Henan University. "Zhengzhou is the capital of Henan Province and offers a great environment that is attractive for PhDs and postdocs. I'm from Henan, and Zhengzhou is my first choice to work and live," said Wang Xiaoou, a PhD who is engaged in quantum computer research.

2021年6月29日，郑州市“百企百站引博行动”河南大学专场招聘会在河南大学新校区举行，这也是郑州市引博系列行动高校行的第一站。“郑州是河南省的省会，我们也看到他们对博士和博士后有着很大吸引力的条件，我是河南人，我未来工作和生活的地方首选郑州这座城市。”现场，从事量子计算机研究的博士王小鸥说。

The signing of academicians and PhDs and the successive establishment of provincial laboratories demonstrate the sincerity and perseverance of Zhengzhou City in pursuing advances. And all these substantial achievements are inseparable from the city's policy support for building a more inclusive and competitive talent development center in recent years.

无论是院士、博士的签约加盟，还是省实验室的先后设立，这背后无不彰显着一座城市满满的“诚意”和“执着”。作为支撑的，正是郑州近年来打造人才高地，实行更加开放、更具竞争力的人才政策的现实写照。

To attract and retain talents, and assist them in achieving their dreams, Zhengzhou continues to upgrade its recruitment policies. For example, Zhengzhou has established a special fund to support the introduction of high-caliber talents at home and abroad, and Zhengzhou-based enterprises and institutions will be awarded 5 million yuan for introducing or cultivating domestic or overseas academicians or winners of internationally renowned science and technology awards. Case-specific incentives are provided for teams and projects led by strategic scientific and technological personnel that have a key supporting role in the development of industry and each team or project will be awarded up to 100 million yuan.

为了吸引人才、留住人才、成就人才，郑州市出台了一系列不断升级不断完善的人才政策。比如海内外高端人才支持专项，郑州企事业单位新引进、新培养的海内外院士、国际知名科技奖项获得者，郑州市给予500万元的奖励；对产业发展具有关键支撑作用的战略科技人才领衔的“团队+项目”，采取“一事一议、特事特办”的方式，最高给予1亿元的综合资助。

In addition, Zhengzhou has successively promulgated a package of measures targeting at high-level talented personnel, such as the Implementation Rules of Zhengzhou Municipality for the Classification and Recognition of High-level Talents, the Implementation Rules of Zhengzhou Municipality for Public Service Guarantee Measures for High-level Talents, the Implementation Rules of Zhengzhou Municipality for the Recognition of Urgently Needed Talents in Key Industries, the Guide to Children's School Application for High-level Talents, and the Guide to Medical Security Services for High-level Talents.

此外，针对高层次人才，郑州近年来先后出台了《郑州市高层次人才分类认定实施细则》《郑州市高层次人才公共服务保障措施实施细则》《重点产业急需紧缺人才认定实施细则》《高层次人才子女入学服务申请指南》《高层次人才医疗保障服务指南》等系列措施。
