2018年4月2日“2018全球（新加坡）区块链技术峰会”在新加坡南洋理工大学礼堂成功举办。特别感谢新加坡南洋理工大学为本次峰会提供支持与便利，感谢南大教授以及各位嘉宾的精彩演讲。

区块链技术作为一种国际通用性技术，正在从数字货币领域加速与各行各业进行创新性融合，并逐渐成为未来科技世界不可或缺的一部分，其发展受到全球多个国家的政府部门、央行的高度关注。

本次峰会由CBDN (Chinese Blockchain Develop Net) 主办，中国中经消费经济联盟指导，区块分布、中联三六五、金色财经、新加坡区块链科技基金，Singapore TechBridge Ventures、Singapore Cloud Computing、茗唐实业、初贝资本、CNBCC、九个亿财经联合协办，此外链上科技、IOB Fund、WebVR Engine、Kunte charitable Foundation、FACHAIN Education Foundation、Trade Chain、DRC Foundation、EveryDay Token Foundation为本次大会全程提供战略合作支持。

Decentralization Rating of the Blockchain Item --- DRC Blockchain Rating

2017年是波澜壮阔的“数字货币年”，我们目睹了一个个奇迹，以及过山车般的币值波动。比特币价格一度逼近2万美元，涨幅一度达到20倍，达世币、瑞波币和以太坊等数字货币的涨幅一度超过100倍。越来越多的个人投资者、投资机构，创业团队和传统企业加速涌入这个行业。2017年，数十亿美元流向了ICO项目，100多家专注于数字货币交易的对冲基金诞生。区块链概念股票也在2017年下半年及2018年初涨幅惊人。区块链一时之间成为市场和媒体热点。

The year 2017 is a magnificent “year of digital cash” during which we saw miracles one after another and the roller-coaster like currency fluctuation. In this year, the bitcoin price approached USD 20,000 for a while, rising by nearly 20 times, while the price of DASH, XRP, Ethereum and other digital cashes rose by over 100 times for a while. More and more individual investors, institutional investors, entrepreneur teams and traditional enterprises rushed into this field at rapid speed. In 2017, billions of US dollars flew into ICO items, with over 100 hedge funds shifted their attention to digital cash transactions. Stocks with blockchain concepts also showed shocking rises in the second half of 2017 and the early 2018, making blockchain a hot spot of both the market and the media.

伴随着区块链热，2017年GitHub上新增区块链项目有近25K个。然而，根据德勤2017年11月的研究报告，2009年以来92%的项目已经没有更新和维护了，区块链项目的平均生命周期只有1.22年。尽管如此，区块链项目包装的手段不断推陈出新，看起来很好的项目越来越多。

Along with the increasing warmth of blockchain, nearly 25K new blockchain items emerged in GitHub in 2017. A Deloitte report issued in November 2017 shows that 92% of the items hadn’t been updated or maintained since 2009 and the average life cycle of blockchain items was 1.22 years only. Nevertheless, the creative and innovative package of blockchain items made more and more items look amazing.

很多机构投资者说，每天有上百个新的区块链项目在看，然而投研团队只有十人左右规模。蜂拥入场的数字货币新手投资者，缺乏深入了解区块链项目的途径，面对舆论营造的各种造富故事，以及眼花缭乱、层出不穷的区块链项目，极易盲从大咖、受媒体和市场影响。

A lot of institutional investors said that hundreds of new blockchain items were pushed to the market every day, while the investment research team had some ten members only. New green-hand investors crashed into the digital cash market. However, without effective measures to enable them to learn the blockchain items in depth, they followed masters and could be easily influenced by the media or market when facing various money-making stories created by public voices and the dazzling blockchain items emerging in bulk.

区块链行业急需一套透明、中立、专业的项目风险评级标准与体系，因此DRC应运而生。

The blockchain industry needs urgently a transparent, neutral, and professional risk-rating standard and system and DRC emerges at this very right moment.

DRC（Distributed Regtech Collaboration Platform）是一个分布式专业服务平台，“分布式尽调评级”是DRC平台上的应用之一。符合一定资质的区块链爱好者都可以参与到项目的尽调和评级过程中，这种模式是对传统中心化评级服务模式的变革，使得评级结果更加客观、公允、难以被操纵。该应用基于的方法论框架，是DRC创始团队基于多年在信用评级、风险管理的专业知识和经验，结合数字经济特点，研发的适用于区块链项目的风险评级框架。

The distributed Regtech Collaboration (DRC) Platform is a distributed professional service platform and the “distributed due-diligence rating” is one of Apps on the DRC platform. Blockchain fans holding certain qualification can participate in the due diligence and rating process of the items. This is a revolution of the traditional centralized rating service mode and it makes the results of rating more objective and fair with less manipulation. The methodological framework based on which this App is a risk-rating framework developed by DRC founding team for blockchain items based on their expertise and years of experience in credit rating and risk control together with traits of the digital economy. 机构投资者通过在DRC平台发起区块链项目尽调评级任务，不仅可以突破投研资源的限制，而且评级过程透明、客观，结果具有公信力。社区成员通过参与尽调项目，分享相关领域知识和信息，讨论相关问题，不仅能够在较短时间迅速了解项目，而且扩大了自己的社交网络。

Institutional investors initiating due diligence and rating task for blockchain items on the DRC platform will break through restrictions on the investment research resources. In addition, the process of rating is transparent and objective and the results are credible. By taking part in the due diligence, sharing knowledge and information of related fields, and discussing related issues, community members can not only learn the items fast in short time but also expand their social network.

DRC的目标是用金融科技手段建立投资者、区块链项目、监管机构及第三方专业服务机构之间的互信机制，发挥社区群众的智慧，共同营造自律、透明、公允的区块链生态系统，促进区块链行业的稳定、有序与健康发展。自2017年8月创建以来，DRC社区已经组织了20余场线上、线下活动，尽调、研究了近20个典型区块链项目，已有累计2000余位社区成员参与。

DRC aims to create a self-disciplined, transparent and fair blockchain ecosystem by using wisdom of the public and building the confidence system among the investors, the blockchain items, the regulators and the third-party professional service providers with financial technology, so that to push forward the stable, orderly and healthy development of the blockchain industry. Since the very establishment in August 2017, DRC community has organized over 20 times of online and offline activities and due diligences on nearly 20 typical blockchain items, attracting with over 2,000 community members to join in.
