Is Shanghai still a developing city or a developed city?

Shanghai is a highly developed city. Personally I think Shanghai is the best city in China, maybe also among the top 3 in Asia and it is better than some famous metropolis in America and Europe. Of course if you only measure by the income per person, Shanghai is behind Japan, America and Europe because the average income is only about RMB6000 - 20000 ( about USD1000 - USD 3000) per month, but living costs in Shanghai is also lower .
Shanghai no doubt is much safer than LA, NYC, Paris ,London and many other big cities. Shanghai is also cleaner and more convenient .
上海是一座高度发达的城市。
个人认为,上海是中国最优秀的城市,也许能排亚洲前3,甚至优于欧美一些著名大都市。
当然,如果拿收入来衡量,上海排在日本、美国和欧洲之后,上海人均月收入只有6000-20000元(1000-3000美元)。不过上海的生活成本也更低。
毫无疑问,上海治安比洛杉矶、纽约、巴黎等大城市好多了。上海也更整洁,生活更便利。

This question had to be asked by someone who did no research at all on Shanghai.
Subways are efficient and the bus system is widespread.
However, car traffic congestion is severe, like many developed cities
There is a single public transit scan card for taxi, subway, bus, everything
Over 20 million people live in and around Shanghai, get to work every day and back, get their meals, and take care of their lives.
It is one of the safest, if not the safest, large city on the planet

Most of us, (especially expats) when we talk of Shanghai, are usually talking about the west side of Shanghai (Puxi). It’s the “center” where all the scenes happen. Now the other East side (Pudong) looks shiny and bright but that’s because it is right across from the river on the Bund which is a Shanghai main attraction spot. It is majorly a business district there, but seriously, no one stays there for things like live music, drinking, etc. . Shanghai is a huge place and continues to develop and re-develop areas that expand outside of the central districts. And things change fast here. In ways things are developed but for Shanghai, nothing is ever a finished product. They will re-invent places like there is no tomorrow. That’s my two cents. I’ve lived here for 7 years, and for the last four, cash has become a thing of the past. We all use Wechat or Alipay to buy everything. Even the street beggars have QR codes to scan. That should tell you enough.

“Developing city” means the city is still actively being developed. More potential on growth.
“Developed city” sounds like the city has already been developed. thus nothing more to be developed quickly. Less potential on growth.
That said, Shanghai is more advanced and modernized that many other traditional “Developed city” like New York, Chicago, London or Pairs. Yet it still have great energy to become even more advanced. Because how fast it can further grow, I would call it a “Developing city”!
I kind of feel the phrase “Developing city” and “Developed city” were initially created as the political correct terms for “Poor city” and “Rich city”.
Nowadays, thanks to China, “Developing city” might become more attractive and advanced than the traditional “Developed city”.
发展中城市意味着这座城市仍然在发展中,潜力大。
如果说是发达城市,那么意味着已经充分发展了,不会有太大的变化,发展潜力有限。
这样说吧,上海比纽约、芝加哥、伦敦和巴黎等传达发达城市更先进、更现代化,而且以后会更发达。
从发展速度来看,上海算是发展中城市!
感觉发展中城市和发达城市,分别是指穷的城市和富有的城市。
如今,多亏了中国,发展中城市也可能比传统发达城市更先进,更有魅力!

As a local shanghainese staying in Singapore, I would say shanghai compared with the other big cities in developed country like new York, Tokyo, Sydney is very ahead of them.
With the best public construction more than 19lines of metro. Excellent education no matter domestic or international school. Perfect health system for local and foreigner. When we are talking about retire benefit, shanghai aunty can give the clear answer for that. They stop working from 50yrs old and enjoy their plaza dance , KTV, travel all the time.
I would say shanghai is the best developed city in all over the world.

上海的公交系统相当发达,有19条地铁。
上海教育发达,有国际化学校。

As a shanghainese, I don’t know the word “developed”, it sounds as an old, languid city. Develop will never stop. Absolutely, Shanghai is a developing city. But I don’t mean that it’s a poor city. On the contrary, it’s advanced and dynamic. In shanghai, you can go out without wallet or cash. Just take your smartphone, You can do everything with Alipay or Wechat. If you want to take a Bike, Bus, Taxi, Metro, High-speed rail, Airplane, Rocket......(Oops...maybe SpaceX will come to china in the future), show your phone(QR Code)! If you want to eat something, buy something, visit someplace, Just show your phone!
The key point is that you should see this with your own eyes.

我不明白发达这个词。
上海的发展永不停滞,上海是一座不断发展的城市。
我不是说上海很穷。相反,其实上海是先进的,充满活力的。
在上海,不用带钱包,出门只要带上手机就可以。买东西就扫一扫。
坐公交车、打的、坐地铁、坐高铁、坐飞机等等,还有坐火箭(好吧,也许SpaceX 以后会来中国),
拿出手机扫一扫就可以!
想吃东西、买东西,逛景点,拿出手机就可以。

The city itself is indeed highly developed, but a quite big sum of people didn’t really benefit from the fast development which means a lot of Chinese who inhabits in Shanghai still struggles with poverty.
上海这座城市本身高度发达,然而相当一部分人并未从快速发展中受益。

More so than some cities in the West.
There are parts of China that are ‘developing’ but Shanghai is not one of them.

Shanghai is largely developed, but you can still find pockets of under development if you look, especially as you get away from the core.
Almost every city in China is like that; there will be a shiny new sky scraper next to a kid peeing on the street!

Of course, China is known for touting is skylines and infrastructure, which for almost two decades have been world class. When I moved to China in 2010, I would describe it as having the hardware of a developed city, but not the software (metropolitan attitudes, sophisticated approach to business, etc.). Nowadays, that has changed drastically as Chinese society is very nimble (something I highly admire about the country). You really have to go there and experience it for yourself as Shanghai is a truly remarkable city like no other.
中国的城市天际线和发达基础设施是出了名的。仅仅用了20年,就建成了世界级的基础设施。
2010年,我去中国,当时就觉得上海具备了发达城市的硬件基础,然而软件还未跟上。
