People’s Republic of China Gun Management Law - 2015 edition Digest.

Who are allowed to own firearms under Chinese law as civillians?

Chapter Two - Section 6:

The below social units are allowed to own guns as civilians:

Athletic Units specialized in competitive shooting, or business units for recreational shooting, under at least provincial government permit.

Hunting grounds, under at least provincial government permit.

Units dealing with wild animal protection, herding, curation, research.

Traditional hunters, herders with hunting / herding disticts, which are planned by provincial government permit.

Chapter Four - Section 26:

When the individual or unit fails to comply to this law, and deemed unfit to carry, the permit will be revoked, and firearm confiscated.

Here is the most fun part: Chinese law’s definition on what is a firearm.

According to the 2001 edition of Chinese Police Bureau Policies Regarding Firearm and Ammunition Management:

A firearm is anything that uses gunpowder or compressed air, etc. as its popeller, and a tube-shaped object to project a metalic bullet or anything else, and is powerful enough to immoblize, injure, or even kill another person.

Anything with a muzzle kinetic energy of over 2 jouls are powerful enough to be classified as a “firearm”.

2 jouls.

2!

The potato gun the American kids (and some adults) enjoyed playing with, are Weapons of Mass Destruction in China.

So, back to your question: will you be shot on the street as a foreigner in China?

Unless you think 2 jouls muzzle kinetic energy gun can post a serious threat, then no, the chance is nearly zero.

If you had broken law, and did something extremely dangerous, that it can be seen as an act of terrorism, you might get shot in China in open streets, like, very repeatedly. Our police do not negotiate or threat when it comes to using violence against terrorists.

99.9999999%of foreigners will never get shot on the streets in China.

China is an extremely safe coun try. More so if you stick to the tourist areas. However, just like any country, there is both good and bad. The worst thing that II happen to any foreigner tourist is knife-point robbery, and thatis slim as it is, and you' d probably not get stabbed.

China is a very large country, and gover nment t control everything. They have veryvery tight gunlaws. But not perfect.

People that do own guns illeg ally in China are few, and isolated. They are mostly org anizational Not random. They will never shoot anyone without cause, least of all anyone who would bring government attention.

China like any other country has crime, it has corruption. Espec ally in hig her end business dealings.

During my many years in and out of China, I ve only ever needed private security a few times for certain business deals being done that I was involved in. Some areas in China can be very politi cal and territorial.

There are a few different types of private security in China.

Smaller official registered security businesses. Often regular employees who are trained. Depending on licenses, they may or may not be allowed to carry weapons. This would be lower level security.

Larger official registered advanced special security. Often these are ex-military. Well trained. They’ll carry guns and are used by government as private security, and very rich individuals.

Then you have private sector security, not official. Often these will be ex-military from other countries, but mostly triads.

China has it’s fair share of gang and organization issues. You’ll almost rarely hear about as they don’t like to get public involved. It’s quite a private ordeal. There are triads in China. There are even Japanese Yakuza factions in China.

A large amount of the power struggle in politics and higher end business in China Mainland and Hong Kong is often involved with underground organizations, such as triads.

I’ve been to meetings in China where I’ve been patted down multiples times by armed security before meeting with the big bosses. I’ve been to meetings where we’ve been generally shot at. So getting shot as a foreigner is plausible, but extremely rare to happen in China. It depends on what you are involved in. And the average foreigner going to China, isn’t going to be on that side of the life.

If any foreigner is going to get shot at, it’ll have the highest chances being shot at from China’s army. And that would be 100% your fault.

Money in China is very sought out. Banks always use armed security to empty/fill the vaults.

Often times (depends on the amount of money), it’s 2–3 armored trucks doing the pick up. And anywhere from 15–20 or more heavily armed security personal in army uniforms that protects the bank, trucks and money transport for each stop.

Typically how it works is that when the bank has closed down, the security truck convoy will roll up, and about 2/3 of the government army staff assigned there will stay outside and form a half-moon formation at the entrance of the bank, facing outwards. They’ll be all carrying assault rifles, and shotguns, weapons will be out.

Chris Dai, Born and lived in China for 27 years, been abroad several times, prefer China

The odds will be less than winning a RMB 5 million lottery

China is a country with strict gun con trol policy, even some emulaton al guns, which can cause serious damage to people, are not allowed. Cases rel ated to gun will be top priority of local police, and itis required to be solved at all cost. Even the gangsters in China would avoid to be involved in to gun violence, the big bosses of them may have guns, but not likely to use it. The group that have most illegal guns should be those big drug dealers who travels between borders. So you do not need to worry ab out the gun crime at all. The most danger ous cases you will face would be pocket picking in China.

Yugan Talovich, Live in Taiwan, study Chinese lit and history.

What a strange question. You may think that China is as uncivilized as the United States, with benighted people practicing “open carry,” toting their guns along to such dangerous places as supermarkets or barbecues. But no, China has good gun control, so you are safe from guns. You may get hit by a car if you aren’t nimble when you cross a street, but you won’t get shot.

Taiwan also has strict gun control, so only criminals have guns. Because of the penalties for illegal firearms, criminals only shoot other criminals, so it works out pretty well. Even that is very rare. I cannot think of a single place in Taiwan that you would be in danger of getting hassled, day or night, unless you were going out of your way to make trouble. Again, keep your eyes peeled as you cross the street.

Human lives are valued more than gun company profits. This is why the chances of your getting shot are far less than your chances of having a vending machine fall and crush you.

I’m kind of curious why you asked this odd question.

The question is about a foreigner getting shot. Am almost sure the “foreigner” in question is a guail0 - fair skinned westerner. In all likelihood you wont get shot. But if this is about getting scammed, cheated, robbed - thats another thing altogether and yes you can expect people to try so better be street smart. But then again that happens everywhere, right?

I’m a Filipino, worked in Southern China for some time and go there about once a year now for some projects.

Ian Montgomery

I lived in China from may2004 until dec 2008 and I felt safe nearly the entire time. The one time I felt unsafe was in a disco where I saw cocain on a table. I left. I felt more uneasy when I returned to Australia but still not overly concerned for my safety.

Tina Munro

I have been living in China for a year and have travelled to various cities, large and small. I have never felt so safe. People identify us immediately as foreigners and help us when we look lost and confused. In many places, there is no English, but with gestures and some broken mandarin, and even walking me to my destinationI have received direction and assistance. China is safe and friendly. Your smile will go a long way.

You do have to watch out for random violence in bar areas, or anywhere groups of insecure young men are drinking, rich or poor. It can escalate easily. Sexual assault is often a potential issue for women, with white women being prominent victims, the more so because it’s not openly addressed. But in the end, actual danger is fairly rare, you just have to be wary because it can be extremely sudden and random, and it’s easy to let your guard down because criminal assault does seem quite rare, and news of it isn’t usually publicly reported unless/until it goes viral on social media.

Ultimately, I left partly because I was tired of feeling like I was living on sand—everything I did was always somehow slightly illegal and always complicated, just swimming through an ocean of vagaries and subjectivity and hoping you don’t get caught in some spiral of bullshit. I spent a lot of time walking the streets late at night, and rarely if ever was there a sense of physical danger—but rarely a sense of security, either, in an emotional or economic sense, even in the richest areas. Hopefully some day China will get out of its Kafka-does-Glengarry Glen Ross phase, but it won’t be soon.

Jack Zhao, College librarian since 2013 and lover of languages

Yes, after all, China’s streets are crawling with mobs and street gangs and they shoot people randomly just for fun. They prefer to shoot at foreigners because they are more thrilling targets.

Aditya Sharma

And they’ll ask you to smile before they shoot!

Charlie Li

Indeed. Worring indeed when a person focused on American PC culture and probably never lived in China knows more about China than a real Chinese person.

Taka Masuda

Yeah that’s cute but China openly admits that they pay people to post pro CCP comments it isn’t a secret it’s a known fact.

The USA and Japan don’t need to lie and manipulate public perception because:

They’re good places to live with good culture

They find it unethical to lie

They have a free media so any criticisms can be publicly aired and thus blame directed in the appropriate places and rectified

Kaede Sakura Jiang, Interested about China

Yes, of course!!! All foreigners will get be shot, with no exception, by CAMERA!!!!

Wait, you meant the guns? Oh, no, sadly no, for you. They are not savage enough to do so.

Same go in Japan, South Korea, India, Singapore, and etc. all of them have very strong and strict gun laws, almost nobody have gun, except the soldiers and polices. Maybe some mafia, maybe.

According to Winston Sterzel (aka serpentZA) China is generally very safe and people in general tend to be friendly.

There are foreigner hating nutcases but they are few and far between.

Plus, far as I know, the general public cannot own firearms in China so instead of shooting sprees Chinese people go on stabbing rampages. If you’re a foreigner your likelihood of getting shot on the street in China is practically zero, there is a non-zero probability that you might get stabbed, but it’s still very low.

Very interesting question…

Who is going to guarantee what will happen in any city at any time to whoever?

But I can tell you one thing though: You will get shot 500 times more in the US than in China in any particular day.

China has one of the toughest gun control law in the world: civilians are not allow to own gun (illegal ones excepted).

Does this answer your question?????

It certainly could happen.

Get shot?Nearly impossible,it’s hard to say when you plan to rob the bank, set bombs in the stations or drive a car into crowds.Compared to thinking about gunshots in China,it’s relatively more reasonable to worry about have something in flights, even toy guns have strict regulations
