美国联邦快递又道歉了。这次还是因为华为。
FedEx apologized again on Sunday for its "operational error." And again, it is a case involving Huawei.
FedEx Corp said on Sunday an operational error prevented a Huawei Technologies package from being delivered to the United States.
上周六,在将用户寄出的华为手机原路退回后,联邦快递发布声明,称自己又“失误了”。
"The package in question was mistakenly returned to the shipper, and we apologize for this operational error. As a global company that moves 15 million shipments each day, we are committed to compliance with all rules and regulations and minimizing impact to our customers as we adjust our operations to comply with a dynamic U.S. regulatory environment."
“我们表示十分抱歉。本次事件中的包裹被退回至发货人是由于操作失误。作为一个每天负责承载1500万个包裹的世界级物流公司,我们必须服从于所有规则和规定。我们将调整运营模式以符合美国多变的规则,并在此前提下努力消除给用户带来的不便。”
6月21日,美国知名IT杂志PC Magazine撰稿人塞根(Sascha Segan)在推特发文表示,该公司一部本应从伦敦寄往美国的华为P30 Pro手机被联邦快递退回。
Sascha Segan, a PC Magazine writer, who first brought the incident to the public on Twitter, called it "totally ridiculous" that a Huawei P30 phone sent from PC Magazines' UK office to its U.S. office was sent back a few days later due to a "U.S. government issue with Huawei and China government," according to the label attached to the parcel.
“太荒诞了。我们英国的编辑试图将他的华为P30手机从英国分部寄到我们这儿(美国),不是新手机,是我们公司已有的手机,并且是两个公司部门间的传递。然后就发生了这样的事。”
照片中,一个巨大的联邦快递标签赫然写道:“包裹被退回。原因在于美国政府与华为及中国政府间的问题。”

一位Parcelforce的客服代表Pam通过推特回复发货人称,“由于美国政府和华为之间的矛盾,我们不再接受这个品牌的任何物品。”
A Parcelforce customer service representative, named "Pam" replied via Twitter direct message saying, "As advised on the information provided, due to the issues the USA government is having with Huawei they don't accept any items with this brand."
联邦快递也回复称,华为和旗下68个子公司于5月16日被美国列入了“实体清单”,美国企业被限制与清单中的公司有业务往来,联邦快递对给您带来的不便感到十分抱歉。
“按我的理解,为了确保我们的合规性,我们不再接受任何被列入清单的华为物品。”
The FedExHelp Twitter account also gave similar feedback on the issue. "On May 16, 2019, Huawei Technologies Co., Ltd. and 68 of its global affiliates were included on the 'Entity List' which sets out a list of certain entities that US companies are restricted from doing business with. My apologies for the inconvenience this has caused you," the account said. "It is my understanding that to ensure our compliance, at this time we are not accepting any shipments to any of the listed Huawei entities."

In response, Teri Daley, VP of public relations for Huawei, retweeted "This is a complete misinterpretation of EO/EL" later that day.
PC Magazine则提供了简单粗暴的解决办法:
没想到,事件在快速发酵之后发生了反转。在被多家媒体曝光之后,联邦快递22日又改口称,这一切只是由于“操作失误”,于是出现了本文开头的“失误声明”。

FedEx contradicted itself a day later in a statement to the media on Sunday, claiming that it was another "operational error."
联邦快递的此次“失误”距离上次还不到一个月。
5月底,联邦快递在未获华为许可的情况下,将其从日本寄往中国的两个包裹私自转运至美国;并对另外两个从越南发往中国香港和新加坡的包裹进行扣留,目的地也被改为了美国。
对此,联邦快递声称是“失误转运”:
This is not the first time that the U.S. delivery giant apologized for messing up Huawei's package shipment. The last time it diverted Huawei parcels to the U.S.
"We value all our customers who hand more than 15 million packages to us per day. We apologize for the erroneous shipment," said FedEx on its Weibo account on May 28. "Those mishandled packages are on the way to the sender."

The FedEx Corp. should offer a proper explanation on Chinese telecom giant Huawei and it should take responsibilities for its own actions, Chinese Foreign Ministry spokesperson Geng Shuang told reporters at a daily news briefing on Monday.
"We urge the U.S. government to immediately stop and correct its wrongdoings and create the necessary conditions for the normal operation and cooperation between enterprises from different countries," added Geng.
6月初,国家邮政局局长在接受央视专访时曾回应联邦快递事件——任何快递企业都必须遵守中国法律法规,不得损害中国企业和用户的合法权益。
"The U.S. FedEx Corp. arbitrarily sent packages to other locations without prior consent from the client and without prior notification to the client. This behavior seriously violated the laws and regulations of China's express delivery industry and severely damaged the legitimate rights and interests of the clients," Ma Junsheng, director of the State Post Bureau (SPB),said in an exclusive interview with CCTV on June 2.
