东部、西部,不仅是地理的划分,也是经济区域的划分。

China is divided into eastern region and western region not only in the geographical sense but also in the economic sense.

一直以来,东部京津冀、长三角、粤港澳大湾区作为经济发展的领头羊和增长极备受瞩目,“东西差距”长期存在。

For years, Beijing-Tianjin-Hebei region, Yangtze River Delta and Guangdong-Hong Kong-Macao Greater Bay Area have drawn tremendous attention as China’s economic bellwethers and growth poles. As a result, China has faced the gap between eastern region and western region for a long time.

直到一个值得被历史铭记的时间点,今年2月在正式印发的《国家综合立体交通网规划纲要》中,成渝地区双城经济圈与京津冀、长三角、粤港澳大湾区并列为“4极”,这也被解读为成渝“第四极”地位的首次“官宣”。

But since this February when the Guidelines on Developing Comprehensive Transport Network in China of historic meaning was issued, things have started to change. As per the document, Chengdu-Chongqing Economic Circle, Beijing-Tianjin-Hebei Region, Yangtze River Delta and Guangdong-Hong Kong-Macao Greater Bay Area are viewed as China’s four growth poles. It is also interpreted as the first official announcement of the position of Chengdu-Chongqing Economic Circle as the fourth growth role.

时代发展的浪潮汹涌而至。自2020年初中央推动成渝地区双城经济圈建设至今,叠加推动西部大开发形成新格局、推动黄河流域生态保护和高质量发展等国家战略,地处长江经济带与“一带一路”重要枢纽的成渝地区,携手共进的步伐愈加稳健,双城经济圈建设正加快成势见效。

The development trend of the times is coming with irresistible momentum. In early 2020, the central government put forward to advance the building of Chengdu-Chongqing Economic Circle. Meanwhile, a new development pattern has been formed in implementing the western development strategy, and other national strategies including ecological protection of areas along the Yellow River and high-quality development have also been implemented. Against the backdrop, Chengdu-Chongqing region as a key node of both the Yangtze River Economic Belt and the Belt and Road Initiative has maintained a stable pace in pursuing coordinated development and made remarkable achievements at a faster pace in building Chengdu-Chongqing Economic Circle.


绘蓝图 携手唱好“双城记”

继成渝国际性综合交通枢纽集群“第四极”身份“官宣”后,5月26日,国家发改委宣布启动全国一体化算力网络国家枢纽节点建设,成渝和京津冀、长三角、粤港澳大湾区等一起,被纳入国家枢纽节点布局。

全国算力国家枢纽,成渝再占一席。

只争朝夕,时不我待!一年多来,中央高规格定位,川渝两地紧密推进,成渝“双城记”愈唱愈火热。

2020年,推动成渝地区双城经济圈建设四川重庆党政联席会议第一、二次会议分别于3月17日,12月14日以视频形式召开。

从先期推进一批重点任务,务实推动双城经济圈建设开好局、起好步,到审议通过了两省市贯彻落实规划纲要的联合实施方案、重点规划编制工作方案、便捷生活行动方案等重要文件,共识在进一步凝聚。

5月27日,四川、重庆党政联席会议第三次会议在重庆市永川区迎来了首次线下“握手”。

会上,双方肯定了两地共建取得的阶段性成果,决定进一步在产业协作、新型基础设施建设、科技创新、生态保护等领域发力,让双城经济圈建设成果惠及更多群众。

三次四川、重庆的党政联席会议、三次常务副省市长协调会议、八次联合办公室主任调度会议……在创新机制的推动下,川渝领导机构互动紧密。

“巴蜀一家亲,川渝一盘棋”的理念已深入川渝两地干部内心,自上而下,两地各级各部门的合作更是全面开花。

“我是四川遂宁市发改委副主任,也是重庆市潼南区发改委副主任袁敏。”5月12日,面对“成渝地区双城经济圈”中外媒体采访团,袁敏做了一次特殊的自我介绍。袁敏两个职务的背后,正是四川、重庆两地政府为更好推进双城经济圈建设而建立的两地干部互派挂职机制。

据统计,自去年1月3日以来,川渝两地已互派101名优秀干部到主要职能部门、重要开放平台、重点合作市区(县)挂职,两地有关部门、市区(县)已签署合作协议248份。

此外,52个合作共建的重大项目开工,两批共210项“川渝通办”事项发布,毗邻地区10个合作共建的区域发展功能平台方案编制全部启动……一幕幕成渝地区双城经济圈建设的“大戏”正在精彩上演,一系列务实举措正在川渝两地火热推出。


加速度 双城奏响“合”弦音

从云端到线下,从蓝图到行动,川渝两地的合作跑出了“加速度”。

As the blueprint is translated into action, the cooperation between Sichuan and Chongqing has been accelerating.

2020年12月24日上午9点15分,G8607次列车从成都东站缓缓出发,以最高350公里/小时的速度,于上午10点17分到达重庆沙坪坝站。62分钟,299公里,是成渝之间新的“时空距离”,亦是高品质宜居生活的体现。

At 9: 15 a.m. on December 24, 2020, the Fuxing high-speed train G8607 set out from the Chengdu East Railway Station and arrived at the Shapingba Railway Station at 10: 17 a.m. with a maximum speed of 350km per hour. The journey is 299km and takes 62 minutes, which has become the new distance between Chengdu and Chongqing and also a reflection of local high-quality life and livable environment.

去年7月,川渝两地共同签署实施《成渝地区双城经济圈交通一体化发展三年行动方案(2020—2022年)》;2021年,川渝推出合力建设综合交通运输体系项目24个,涵盖一大批高铁、高速公路等。随着成渝中线、成达万、渝西、渝昆等高铁项目的推进建设,“轨道上的双城经济圈”正在加速构建。

Last July, Sichuan and Chongqing signed and implemented the Three-year Action Plan (2020—2022) for Integrated Transportation Development under the Building of Chengdu-Chongqing Economic Circle; in 2021, Sichuan and Chongqing together implemented 24 integrated transportation system projects covering a batch of high-speed railways and expressways. As constant progress is made in Chengdu–Chongqing high-speed railway, Chengdu-Dazhou-Wanzhou high-speed railway, Chongqing-Xi’an high-speed railway, Chongqing-Kunming high-speed railway and other high-speed railway projects, the building of Chengdu-Chongqing Economic Circle is picking up pace in the field of railway construction.

产业兴,则川渝旺。

Flourishing industries are necessary for the sound development of Sichuan and Chongqing.

对川渝两地而言,汽车与电子信息都是重要的支柱性产业。截至目前,成渝地区汽车年产量近300万辆,全国占比近12%,年产值超过6000亿元。2020年,两地电子信息(含软件)产业营收规模达2.1万亿元,同比增长18%。

Either for Sichuan or Chongqing, automobile and electronic information are important pillar industries. Now, the annual output of automobiles in Chengdu-Chongqing region has approached 3 million, accounting for nearly 12% of the country’s total, and the annual output value has exceeded 600 billion yuan. In 2020, the annual revenue of electronic information (including software) in Chengdu-Chongqing region reached 2.1 trillion yuan, up 18% year on year.

曾经相互竞争,如今携手强链。近日,川渝联合编制的《成渝地区双城经济圈汽车产业高质量协同发展实施方案》和《成渝地区双城经济圈电子信息产业协同发展实施方案》,为川渝共同打造两大世界级产业集群制定了路线图。

Sichuan and Chongqing which were in homogeneous competition with each other are cooperating now to strengthen industry chains. Recently, Sichuan and Chongqing have jointly prepared the Implementation Plan for High-quality Collaborative Development of Automobile Industry in Chengdu-Chongqing Economic Circle and the Implementation Plan for Collaborative Development of Electronic Information Industry in Chengdu-Chongqing Economic Circle, setting a roadmap for Sichuan and Chongqing to jointly build two world-class industrial clusters.

制造业领域,历经一年布局,首批20个成渝地区双城经济圈产业合作示范园区在5月8日迎来了正式授牌。四川的隆昌经济开发区、宜宾三江新区,重庆的荣昌高新技术产业开发区、綦江工业园区等川渝重点区域的产业园区,犹如明珠镶嵌在巴蜀大地的产业脉络之上。

In terms of manufacturing, after a year of efforts in strategic layout, the first batch of twenty demonstration parks for industrial cooperation under the building of Chengdu-Chongqing Economic Circle was officially inaugurated on May 8. Industrial parks in key areas in Sichuan-Chongqing region such as Sichuan’s Longchang Economic and Technological Development Zone and Yibin Sanjiang New District and Chongqing’s Rongchang High-tech Industrial Development Zone and Qijiang Industrial Park are like pearls on the industry system of Bashu region.

除了在产业上共同发力,川渝还在积极深化毗邻地区合作。去年,两地就联合出台了《川渝毗邻地区合作共建区域发展功能平台推进方案》,率先在规划统筹、政策协调、协同创新、共建共享等方面取得实质性突破。

In addition to cooperation in industries, Sichuan and Chongqing have also made positive efforts in enhancing cooperation among adjoining areas. Last year, Sichuan and Chongqing jointly introduced the Plan for Adjoining Areas in Chongqing and Sichuan to Jointly Build Regional Development Functional Platforms, taking the lead in making breakthroughs in planning coordination, policy coordination, collaboration innovation, joint construction, sharing and other aspects.

目前,川渝两地10个毗邻地区合作平台正在加速共建,已设立300亿元的双城经济圈发展基金,开发跨省市旅游线路70余条,建设5G网络站点9万余个……

So far, Sichuan and Chongqing are accelerating the co-construction of ten platforms for regional cooperation among adjoining areas, setting up a development fund of 30 billion yuan for Chengdu-Chongqing Economic Circle, developing more than 70 cross-provincial and cross-municipal tourist routes, building over 90,000 5G network sites...

2021年,川渝联合推出了涵盖综合交通运输、现代产业、共建西部科学城等领域的67个合作共建重大项目。截至4月底,67个重大项目已开工52个,累计完成投资1271.6亿元。

In 2021, Sichuan and Chongqing jointly launched 67 major joint construction projects in the fields of integrated transportation, modern industries and joint construction of Western China Science City. By the end of this April, 52 of 67 major projects had broken ground, with a total investment of 127.16 billion yuan.


新格局 加速融入“双循环”

在成渝地区双城经济圈建设如火如荼的背后,不仅是西部城市“补短板”的抱团发展,更是要担负起“打造带动全国高质量发展的重要增长极和新的动力源”的历史使命。

成渝地区双城经济圈,正是中央为解决区域发展不平衡、不充分的一次重要“落子”。在以国内大循环为主体、国内国际双循环相互促进的新发展格局中,成渝地区双城经济圈在“全国一盘棋”的发展战略中地位更加重要。

“成渝地区的基础条件和发展潜力,以及承东启西、联通南北的区位优势,让这一区域有能力成为‘双循环’的核心枢纽区。”国务院发展研究中心原副主任、研究员王一鸣说。

1月1日上午10时,相距280公里的成都国际铁路港和重庆国际物流枢纽园区内,汽笛声同时响起,两列中欧班列(成渝)号列车缓缓驶出站台,一路向西,分别奔赴波兰罗兹和德国杜伊斯堡。

这是成都、重庆两地同时发出的2021年首列中欧班列(成渝)号列车,从此,成渝两地开行的中欧班列全部冠以(成渝)名号,不分彼此。

作为中欧班列开行最早、运行最稳定、影响力最大的地区,成渝地区历年累计开行班列数量达1.4万列,占全国开行总量40%以上。自班列开行以来,两地相继招引博世、保时捷、玉湖等百亿级分拨中心项目落地。2020年带动进出口贸易额超3000亿元。

中国商务部研究院国际市场研究所副所长白明认为,中欧班列(成渝)号的开行将进一步发挥成渝地区聚集外向型产业的平台优势,助力双城经济圈成为中国西部高质量发展的重要增长极。

除了发展态势喜人的中欧班列外,成渝地区还是连接“一带”与“一路”的陆海新通道重要发起者、推动者和运营者,也是西部陆海新通道的最大受益者。

从内陆腹地变身为开放前沿,地处“一带一路”和长江经济带联结点的成渝,承东启西、联通南北的战略地位日益凸显。

如今,多条国际物流大通道在成渝地区形成联结点——

向东,中欧班列与长江黄金水道打通“最后一公里”,实现“一带一路”与长江经济带的无缝衔接;向西,中欧班列可从成渝直达欧洲各国;向南,成渝直达新加坡等东盟国家的“西部陆海新通道”已常态化运行,实现“丝绸之路经济带”和“21世纪海上丝绸之路”在成渝地区的有机衔接;向北,成渝均已开通直达俄罗斯的国际班列,成渝也将成为欧亚大陆的贸易中心门户,一个链接中南半岛和欧洲市场的双向开放枢纽。

1月22日,成都天府国际机场成功试飞,6月27日正式通航。这个“十三五”规划中最大的民用机场项目,无疑将给川渝两地融入“双循环”打开新的维度。

依托独特的区位优势、稳定的国际物流通道,当疫情带来的不确定性给沿海城市的外贸带来冲击时,川渝两地的外贸进出口总值在2020年均创下历史新高——四川8081.9亿元,同比增长19%;重庆6513.4亿元,同比增长12.5%。

未来,开启中国对外开放“内陆时代”的成渝地区,必将在“双循环”的新发展格局中,完成其新的历史使命。
