To me , Malaysia is the second most developed nation in Southeast Asia. Malaysia has better mass transportation system, internet technology, skyscrapers, etc. than Brunei Darussalam. Thanks to its abundant oil and gas resources, Brunei managed to rank second in terms of highest GDP per capita in the region. But, due to its low number of population (around 400,000 only), economic growth rate has been going very slow. Surely, Brunei is a wealthy country, and the benevolent Sultan managed the money very well for his people.

Rather than being more developed, Brunei just has higher GDP per capita than Thailand. Other than that, Thailand is a more developed country in almost every aspect. She has much more advanced education system, infrastructure, agriculture, manufacturing and technology. Being better with GDP per capita does not mean being more developed.
In Southeast Asia, Thailand has the second largest GDP after Indonesia and lags behind only Singapore and Malaysia in terms of development.

Thailand GDP per capita is awfully far from Singapore and it will never like Singapore especially from now it's economy isn't growing. I could say Thailand is in the level of Malaysia, Indonesia and Philippines.

Being Singaporean as well as originally Thai, I’d like to chime in just a little. There is no doubt about Singapore’s climb to its current economic heights that’s left the rest of SE Asia, and in fact the whole of Asia far behind (on a per capita basis). It is very rich indeed. However, I’d also like to stress that this wealth is highly dependent on the current stability of global currencies, as well as the free flow of trade and services. Singapore remains 100% dependent on global and regional trade, even in basic necessities.

So while its fair to say that economic development is Singapore’s key strength, the fact that it does not have a self-sustaining domestic economy, no natural resources and is heavily dependent on foreign labour. Despite its political turmoil, Thailand remains a strong, growing internal economy, a powerful military, plenty of cheap yet skilled labour, a growing middle-class, plenty of land, mineral and agricultural resources, booming tourism and never been colonized by a colonial power (did I also mention the food is really good?). So if ‘development’ was to be defined broadly, encompassing both economic, strategic and cultural factors, its arguable that Thailand, holistically, is in a better position to sustain itself over the next 1 to 2 centuries and develop itself into a major power in SE Asia.

Singapore is already developed. It is arguably one of the richest and most well developed nations on earth.
Brunei has a high GDP but in terms of infrastructure, organisation and governance, it is no better than Malaysia. Both countries would be appear less favourable in most indices of development when compared with Western Europe, North America and Japan. Still they seems to do better than Thailand, albeit only slightly so.

Thailand has the next highest per capital GDP on the list. The status of its infrastructure, level of governance and the economic development are progressing well and will soon be in par with Eastern Europe. However, this is only true for Bangkok metropolitan area, which is the focus of the population and its wealth. Rest of rural Thailand remains poor and underdeveloped. Therefore, no, Thailand is not the MOST developed.

Indonesia and Vietnam is still underdeveloped but are seeing progress. Both Jakarta and Ho Chi Minh City have new infrastructure coming up like Metro and new airport terminals. They however will not reach developed status for a while.
Philippines has to improve its infrastructure, compared to rest of SE Asia (e.g. the airport in Manila is still horrible compared to other SE Asia capital’s even Yangon’s and the public transport system is still unbelievably chaotic). However, with an improving economy, Philippines might catch up with Indonesia and Vietnam very quickly. All 3 nations will probably reach Thailand’s level within 10 years.
Laos, Cambodia and Myanmar remain utterly underdeveloped and with no sight of great advancement in the next few decades.

I agree with most of what you have to share but I'd add that Malaysia is a much more developed nation compared to Thailand, only Bangkok is developed buy the rural parts are not and where else for Malaysia, it has more developed urban cities besides Kuala Lumpur.
