What's aNon-Criminal Record Certificate?

The NCR certificateshows that you have not been convicted of any crime while residing inChina.

When you need toapply for a work visa, permanent residence, or immigration from theUnited States, Canada, the United Kingdom, Australia, Singapore,Spain, South Africa, France, and other countries. Proof of yourcountry of nationality and no criminal record during your stay inChina will be required.

3 cases where anNCR is required

⑴FirstCase:

Foreigners who havelived in the People's Republic of China for a long time due to work,study, reunion, etc., and are still legally residing/staying in Chinaat the time of applying for a work permit, shall provide acertificate of no criminal record issued by the Chinese authoritieswhen applying forit.
因工作、学习、团聚等原因在中华人民共和国境内长期居住的外国人，在申请工作许可证时仍在中国境内合法居留的，应当提供中国当局出具的无犯罪记录证明。

The foreigner'semployer has changed and the original NCR certificate has expired.When applying for a new work permit, in this case, a new certificateof no criminal record in China is required.
外国人的雇主变更，原有的NCR 证书已经过期。当申请新的工作许可证时，在这种情况下，需要一份新的在中国没有犯罪记录的证明。
⑶ThirdCase:

Foreigners who havestudied or worked in China and are now leavingChina.
在中国学习或工作过的外国人，现在正在离开中国。
Which governmentdepartment issues the NCR certificate?
哪个政府部门颁发NCR 证书？
Foreign citizens whohave resided in China for more than half a year and who have not beensubjected to criminal sanctions during their stay in China shallapply to the notary office of their location of current residence inChina with their identity certificates, information about the timeand place of residence in China, and other supporting materials oftheir work or school they study in.
外国公民在中国境内居住半年以上，在中国境内逗留期间未受刑事处罚的，应当携带身份证件、在中国境内居住的时间和地点的信息以及在中国境内工作或者就学的其他证明材料，向中国境内现居住地公证处申请。
What conditionsmust be met to obtain it?

Let's take Shanghaias an example. Foreigners must have lived in Shanghai for more thansix months, have had no criminal convictions, and have a Chineseresidence permit in order to apply for a certificate of no criminalrecord in the city.
我们以上海为例。外国人必须在上海居住6个月以上，没有刑事犯罪记录，并持有中国居留证，才能申请在上海无犯罪记录证明。
Generally speaking,only foreigners holding z-work visa, X1 visa, or J1 resident presscard will have a residence permit in China and can apply for acertificate of no criminal record in China.
一般来说，只有持Z工作签证、X1签证或J1居民记者证的外国人才能获得在中国的居留许可，并且可以申请在中国无犯罪记录证明。
Note, differentcities have different regulations...

For example, inBeijing, Shenzhen, Guangzhou, Foshan, Shenyang, and other cities, theexit-entry management center of the public security bureau isresponsible for issuing a crime-free certificate, but it cannotbe used directly after being issued. The certificate needs to benotarized at the local notary office first.
例如，在北京、深圳、广州、佛山、沈阳等城市，公安机关出入境管理中心负责发放无犯罪证件，但发放后不能直接使用。证书需要首先在当地的公证处进行公证。
However, for othercities, such as Shanghai, NCRs are directly issued by the notaryoffice without needing to go to the immigration center or policestation.

Are thesecertificates indicative of no criminal convictions across the wholeof China?

China's certificateof no criminal record is not managed by the central management systembut implemented by the local public security bureau, police station,or notary office.
中国的无犯罪记录证明不是由中央管理系统管理，而是由当地公安局、派出所或公证处实施。
Therefore, in mostcases, the certificate of no criminal record only means that there isno criminal record certificate in a certain city, and does not coverthe whole territory of China.

However, anNCR certificate issued by the Shanghai Notary Office willindicate that the foreign applicant has no criminal record during hisstay in China, covering the whole territory of China.

护照If the applicant's passport has been updated recently, the old passport covering the period of stay in China will also need to be provided.
